What you'd do

The Office of Human Resources is seeking a Branch Chief - Center for Credentialing and Cohorts-Based Learning (Supervisory Human Resources Specialist). As a Branch Chief in SECU's Center for Credentialing and Cohorts-Based Learning, you lead a team responsible for credentialing programs, services, and resources vital to SEC business readiness and for cohort learning pathways that support career advancement and mission-aligned capability.

Major duties

In this role as a Branch Chief you will be responsible for: Providing leadership, direction, and oversight for branch operations supporting career development, professional development, and capability building across the SEC. Leading a team of Human Resources Specialists and Learning & Development professionals in planning, designing, delivering, and evaluating training solutions that support SEC technical, regulatory, and mission aligned needs. Overseeing program governance, metrics, evaluation frameworks, and data driven decision making consistent with agency training policies. Ensuring branch compliance with federal training policy, OHR requirements, and SEC University standards for the design, delivery, evaluation, and documentation of training programs. Managing budget planning, execution, and reporting for assigned learning portfolios. Representing SECU in agency wide training governance meetings, committees, and cross functional projects focused on workforce readiness, talent development, and human capital modernization. Supervising, mentoring, and developing staff; planning work, setting priorities, evaluating performance, providing technical and administrative guidance, and promoting a collaborative, high performing team culture.

What you need to qualify

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement. MINIMUM QUALIFICATION REQUIREMENT: SK-15: Applicant must have at least one year of specialized experience equivalent to the GS/SK-13 level. Specialized experience includes: 1) Evaluating the effectiveness of programs or initiatives and using data or performance metrics to improve outcomes; AND 2) Creating, administering, or managing formal training, professional development, or cohort-based learning programs in a financial or regulatory organization; AND at least one of the following: Facilitating training sessions or providing instructional guidance in support of organizational learning objectives; OR Conducting market research to recommend solutions to address training needs. Competency 4: Training Design and Development - Uses adult learning and instructional design principles, methods, appropriate modality, and techniques for coordinating, facilitating, developing and/or delivering training and training materials and services.
