About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 706th Military Intelligence (MI) Group, located at Fort Gordon, Georgia.
Major duties
Serves as an Intelligence Specialist (Operations) in the Operations Directorate, National Security Agency/Central Security Service Georgia (NSAG) as a lead reporter, team subject matter expert, and target development analyst. Evaluates and prioritizes raw data to produce serialized product reports according to established directives and procedures. Analyzes and reports information which can be converted into useable intelligence to include indications and warnings in relation to specific production criteria and requirements. Researches, analyzes, and prioritizes data, in response to national and tactical inter and intra agency customers’ intelligence requirements and in accordance with existing directives. Recognizes and communicate access, collection, and knowledge gaps to maintain continuity of missions, develops new accesses, and/or new capabilities. Collaborates with other collectors and analysts to refine processes and reporting requirements. Monitors resource capabilities within the team to answer existing/projected requirements, and identifies resource shortfalls. Defines critical intelligence SIGINT topics and oversees comprehensive and unique research efforts on complex analytical projects. Develops and maintains databases and working aids on target activity to build and enhance target knowledge and improved discovery and target development on assigned and emerging missions. Provides information on problems where some explanation or interpretation of facts is required on significant operations that contribute to the Intelligence Community, Combatant Command (COCOM), and NATO intelligence products.

In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one (1) year of experience equivalent to at least the GG/GS-11 grade level in the Federal service which prepared you to do the work in this job. Specialized experience is defined as: Analyzing and producing substantive intelligence reports and products in support of intelligence requirements; coordinating with intelligence community partners to forecasts intelligence gaps and/or developing plans to address production requirements; and, providing input for the development or modification of collection, processing, and analysis systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09) OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Note: You must attach a copy of your transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Note: You must attach a copy of your transcripts. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
