About the Position: This position is located within the 412th Medical Group, Edwards Air Force Base, California. This is a Direct Hire Solicitation. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Student Loan repayment may be authorized. Non-Federal work experience may be creditable for leave purposes.
Major duties
Prepare initial project scopes, descriptions, and justifications for necessary facility modifications when existing infrastructure cannot support valid mission requirements. Manage preventive maintenance, repair, and construction work to sustain safe and reliable operation of patient care buildings, equipment, and utilities. Budget and execute facility management financial programs that often require frequent modifications, additions for new equipment site preparation, and service modifications, while preventing waste and abuse in execution. Coordinate with other base organizations and various federal state and local officials to evaluate policies, procedures, and actual maintenance and repair activities and makes changes necessary for improvement. Support institutional preparation for emergency and disaster response by developing plans for building, equipment, and utility recovery, and ensuring assigned personnel and contractors are trained to carry out emergency actions. Maintain a safe environment and implement systematic processes that identify and eliminate safety hazards to patients, staff, and visitors. Recommend and implement corrective measures when building structures, equipment, maintenance procedures, or aseptic management processes contribute to incidents or hazards. Advise and provide counsel to employees regarding policies, procedures, and directives of management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirements for Facility Operations Specialist: Specialized Experience: One year of specialized experience which includes evaluating medical facilities or equipment to identify required repairs or replacement, conducting inspections to ensure compliance with regulatory standards, and coordinating contractor proposals or work assignments. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
