What you'd do

The primary purpose of this position is to provides administrative services for all the Pathology and Laboratory Medicine Service (PALMS) and is responsible for performing all administrative functions that include administration, human resource management, budget and finance, management and program analysis, office support services, document control, logistics, contracting, Group Practice Management, and a variety of other related administrative matters in support of the Laboratory Manager.

Major duties

Duties include but are not limited to: Serves as the Contracting Officer Representative for PALMS. The duties include preparing procurement requests, evaluating proposals for work, and managing all aspects of PALMS contracting from initial development of a contract to contract termination. Works closely with the PALMS leadership with fund control points and gathers data and analyzes budget needs for each. Incumbent is responsible for formulation and execution of annual budgets including salaries, overtime, travel, education, supplies, equipment, contracting, and all other general operating expenses. Serves as the lead in administering actions concerning merit promotion and position management. Responsible for tracking all suspense and outside requests that come to PALMS to insure completion within the required timeframes. provides direction to the administrative assistants / timekeepers by assigning work, providing guidance, training and direction as assigned by direct supervisor. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-9 Administrative Officer: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: program management such as long term and short term policies and plans, developing goals and objectives, coordinates and analyzes internal review activities; fiscal management, equipment accountability and space utilization, and personnel management. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree. You may qualify based on your experience and/or education as described below:GS-11 Administrative Officer: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: skill in applying analytical and evaluative methods and techniques to analyze data concerning the efficiency and effectiveness of program operations. Knowledge of pertinent laws, regulations, policies and precedents to determine their affects on the use of program and related support resources. Experience and knowledge of major issues, program goals and objectives, work processes and administrative operations of the Service to ensure the efficiency and productivity of the Service. Skill in adapting analytical techniques and evaluation criteria to measure improvements in program effectiveness and/or organizational productivity. Extensive knowledge of computers and software programs to facilitate education about and implementation of Service-wide computerized programs and enhance troubleshooting capabilities. Knowledge of personnel and management regulations, policies and procedures to guide and counsel employees, prepare job descriptions and performance evaluations and prepare correspondence for awards and disciplinary actions. Verbal skills sufficient to communicate abstract concepts and participate in complex communications with professionals. Knowledge and basic understanding of the mission of all health care system services to accomplish inter1service communications and projects. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work involves bending, stooping, standing, walking, carrying less than 15 pounds and using a computer terminal.
