Program Analyst
What you'd do
This position is located in the Department of Homeland Security (DHS), Office of the Chief Procurement Officer (OCPO). The primary purpose of this position is to provide the DHS Acquisition workforce with best practices relating to systems and tools which leverage investment costs and promote transparency, integrity and consistency and to manage DHS-wide programs, providing appropriate advice and consultation. Non-BU: This is a non-bargaining unit position.
Major duties
As a Program Analyst, GS-0343-13, your typical work assignments may include: Serving as a technical expert, providing advice and guidance in areas that require extensive interpretation for many different and unrelated program processes and methods. Determining the need for written policies and procedures. Assessing program effectiveness or the improvement of complex program and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of the major DHS programs. Reviewing past work histories and known future requirements and determines future resource requirements of the organization, estimating short- and long-range personnel, budgetary, space, and equipment needs. Recommending short- and long-range goals of the organization, developing detailed plans for implementing them, and overseeing implementation of the goals in subordinate organizations. Recommending actions necessary to maintain or improve the quality and quantity of operational services that involve the introduction or refinement of automation, reorganization of operating sections and units, reassignment of personnel, and development of proposals to increase the organization's resources, or other actions. What you need to qualify
APPLICANTS MUST DEMONSTRATE THAT THEY MEET THE SPECIALIZED EXPERIENCE AS NOTED BELOW. SPECIALIZED EXPERIENCE GS-13 You qualify for the GS-13 grade level if you possess at least one (1) year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Applying program/project management principles, techniques, and practices to effectively manage programs/projects; Applying knowledge of the federal procurement process to aid in resource management and execution; and Planning, implementing, testing, operating, troubleshooting, and maintaining federal business systems and applications. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
