What you'd do
The Southeast Louisiana Veterans Health Care System (SLVHCS) is a complexity level 1b facility assigned to Veterans Integrated Service Network 16 (VISN 16). SLVHCS provides quality, patient centered health care to more than 65,000 enrolled Veterans throughout 23 parishes in southeast Louisiana. SLVHCS operates seven CBOCs in Baton Rouge, Bogalusa, Franklin, Hammond, Houma, Slidell and St. John Parish, as well as the new 200-bed tertiary care Veterans medical center in New Orleans.
Major duties
Provides excellent customer service and demonstrates strong verbal communication skills since the incumbent represents the Medical Center Director in all interactions. Prepares numerous reports, analyses, responses, action plans, etc. for the Medical Center Director's signature to all levels of officials within and outside the Department of Veterans Affairs. Interacts with other organizations, community and affiliated hospitals, stakeholders, employees, patients, and congressional staff; which promote the mission of the medical center creating an atmosphere conducive to quality patient, care. Tracks activation related activities including policy changes, hiring practices and statuses, coordination with other facilities and the VISN, work force development, planning within the organization and with community partners, flow process development, development and implementation of training plans. Oversees planning activities that serve as a framework for decisions about projects and provides a basis for more detailed planning requirements. Collects, analyzes, and updates outreach event data, including dates, attendance counts, partner organizations, requirements, and follow-up actions required for VISN roll-ups or mandated quarterly/biannual reporting. Develop, communicate, and continuously update a comprehensive strategic planning process. Conduct studies related to the development of planning initiatives determining the methodology and gathering data that is factual, historical, and statistical to meet objectives. Collect and interpret information about market conditions and consumer behavior to assist the executive leadership make informed decisions. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/11/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: This position has an Individual Occupational Requirement: You must meet one of the following to meet the basic requirement of this position: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (Transcripts required) OR Specialized Experience Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements. Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting one of the above requirements, you must also meet the specialized experience to be qualified for this position: Specialized experience is defined as one year of specialized experience at the GS-11 level or higher which duties includes: Performing comprehensive strategic planning functions for a large, complex healthcare system. Conducted studies and analyses using factual, historical, and statistical data; synthesized findings; and produced written recommendations, policies, project proposals, and official correspondence for senior leadership. Performed demographic and market analyses to identify Veteran needs, service gaps, and future trends impacting healthcare operations. Contributed to the development and management of initiatives and programs by working closely with clinical and administrative service chiefs to analyze budget data, identify resource needs, and support workforce, safety, equipment, and program priorities. Independently overseen multiple planning and project initiatives simultaneously, establishing project goals and objectives, monitoring progress, and briefing senior executives on status and outcomes. Expert knowledge of strategic planning methods, healthcare organizational structure, and VA/VHA systems.
