Supervisory Interdisciplinary Scientist (Resources Program Manager)
What you'd do
The incumbent serves as the Resources Management Chief for Carlsbad Caverns National Park stationed in Carlsbad, NM and is responsible for providing the overall direction and supervision for the management of day-to-day operations and resources management. The incumbent is the senior principal advisor in the management of cultural and natural resources. The incumbent reports directly to the Superintendent or Deputy Superintendent.
Major duties
The incumbent provides management direction and oversight for cultural and natural resources; Manages Division activities to ensure maximum use of personnel, materials and funds so that the park's cultural and natural resources are protected and preserved while ensuring visitor enjoyment. Provide long-term vision as well as leadership, motivation, inspiration and follow through to staff, volunteers, partners, and public. Will coordinate the review of all research permit applications. Will Coordinate environmental and cultural resource compliance for park projects and operations, including NEPA, Section 106 of the National Historic Preservation Act, and other applicable federal laws, regulations, and policies. Probationary Period: As a condition of employment for accepting this position, you may be required to serve a 1-year Probationary Period to evaluate your fitness and whether your continuation of employment advances the public interest. This Probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. Supervisory Probationary Period This is a supervisory position that may require completion of a supervisory probationary period. QUALIFICATIONS All qualifications must be met by the closing date of this announcement - 08/14/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. You must meet the following Basic Requirements in order to be eligible for this position (you must include transcripts when meeting basic requirements with the degree or combination of education and experience): General Anthropology Series 0190: Degree: appropriate field of anthropology. -OR- Combination of education and experience: courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology, or related course work, plus appropriate experience or additional education. -OR- Experience: four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work. Biological Sciences Series 0401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR- Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. PHYSICAL SCIENTIST GS-1301 SERIES: Degree: Bachelor's degree (or higher-level degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. You must provide transcripts. Combination: College-level education equivalent to one of the majors shown in 1 above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. You must provide transcripts. - AND- MINIMUM QUALIFICATIONS FOR GS-12 GRADE LEVEL: EXPERIENCE: Possess at least one full year of Specialized Experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized Experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Qualifying specialized experience for this position must include at least three of the following: provide natural or cultural resource program support and professional advice in at least one of the occupations listed above; conduct or participate in National Environmental Protection Act (NEPA) or National Historic Preservation Act (106/NHPA) compliance review; plan or participate in the planning of natural or cultural resource projects or studies; coordinate and/or interact with Tribes on natural or cultural resource management activities or concerns; participate as a professional member of a research team; research, develop, and prepare manuscripts for professional publications; perform collections management, registration, cataloging, research, preservation, restoration, and/or conservation of collections. You must include hours worked per week. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
