This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated August 12,2024. This position is part of the Defense Threat Reduction Agency.
Major duties
As a PROGRAM ANALYST at the GS-0343-9/11 some of your typical work assignments may include: Provides transactional and administrative support for department-wide acquisitions. Assists with developing the annual plan for all Purchase Requests (PRs), Military Interdepartmental Purchase Requests (MIPRs), and Interagency Orders (IOs). Helps prepare required documentation for individual acquisition packages by gathering information and filling out standard forms. Supports the development of acquisition plans by gathering required data, monitoring the status of Purchase Requests (PRs) and Intra-Government Transactions (IGTs) through the acquisition cycle and monitors the progress of acquisition packages through the procurement system, including Simplified Acquisition Purchases (SAP), Government Purchase Card (GPC) and updates status trackers. Serves as a certified Contracting Officer's Representative (COR), exercising significant independent judgment and technical authority over the full life cycle of mission-critical support contracts. During the post-award phase, responsible for the rigorous management of contractor cost, schedule, and performance including providing technical direction and oversight to contractor personnel, validating that all work aligns with government objectives, and formally accepting or rejecting contract deliverables. Proactively investigates and resolves issues related to contractor performance, such as delays or quality deficiencies, and provides the Contracting Officer with technically justified recommendations for exercising options, issuing modifications, or dispositioning claims. As a COR, maintains all official documentation in compliance with DoD and agency regulations, utilizing systems such as the Procurement Integrated Enterprise Environment (PIEE), and is responsible for certifying invoices and approving payments based on verified performance. Assists with programmatic oversight responsibilities. This includes direct involvement in the Government Purchase Card (GPC) program, typically serving as a cardholder responsible for making purchases as requested and maintaining all required records and logs.
What you need to qualify
You may qualify at the GS-09, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service as listed below: Providing support to the division Program Integration Specialists in the preparation and review of Simplified Acquisition Purchases (SAP) funding actions for accuracy, appropriate acquisition planning, Internal Government Cost Estimates and verifying sole source requests; Compiling program requirements, develop program/budget estimates, monitor and track funding to include Purchase Requests (PR) and Intra-Governmental Transactions (IGTs) to ensure funds are properly allocated and expended in timely and effective manner; Analyzing trends in spending and progress toward budgetary objectives to assure funds are used for designated purposes., OR B. You have a master's or equivalent graduate degree or 2 years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) You may qualify at the GS-11, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service as listed below: Apply a wide range of federal administrative laws, policies, regulations, and precedents applicable to acquisitions, Economy Act and Interagency Acquisitions, and government contracts; Providing support to the division Program Integration Specialists in the preparation and review of Simplified Acquisition Purchases (SAP) funding actions for accuracy, appropriate acquisition planning, Internal Government Cost Estimates and verifying sole source requests; Compiling program requirements, develop program/budget estimates, monitor and track funding to include Purchase Requests (PR) and Intra-Governmental Transactions (IGTs) to ensure funds are properly allocated and expended in timely and effective manner; Analyzing trends in spending and progress toward budgetary objectives to assure funds are used for designated purposes, to include tracking of unliquidated obligations (ULOs) to ensure PMs and POs are monitoring execution and addressing ULOs to either validate or de-obligate remaining fund; Ability to manage schedules to develop detailed plans for long-range implementation and administration of programs to support financial planning and acquisition of tests, assessments, programs and projects; Communicate both orally and in writing to provide analysis, information, data and other sources of information.; OR B. You have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree. OR C. You have some specialized experience as described in D, but less than one year; and you have more than two years but less than three years of education as described in E. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
