IT Cybersecurity Specialist
What you'd do
This position is located in the Bureau of Diplomatic Technology, Deputy Chief Information Officer for Cyber Operations, Cybersecurity Integrity Center (DT/DCIO/CO/CIC), U.S. Department of State (DOS). The incumbent of this position is recognized as an authority in Information Security, works in the Cybersecurity Integrity Center (CIC), and reports directly to the Chief of the CIC.
Major duties
Resolve complex service interruptions, developing new security compliance standards and risk management techniques aligned with statutory federal security requirements. Ensure uninterrupted cybersecurity monitoring, serving as the technical lead and primary liaison across bureaus to optimize enterprise threat detection. Mitigate high-priority cyber threats, providing deep-dive technical analysis and strategic counsel to senior management to harden the Department's security posture. Provide expert guidance to senior DT leadership, translating complex technological developments into actionable SOPs, white papers, and briefings to drive continuous process improvements.
What you need to qualify
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience formulating, interpreting and implementing advanced IT security principles, methods and nationwide policies to deliver standardized security services and evaluate the direct impact of emerging technological changes on program risk. Experience applying state-of-the-art information security methods and evolving technologies to resolve complex, previously unaddressed planning, liaison and reporting issues while driving cooperative, inter-organizational security initiatives Experience reviewing departmental information systems to guarantee strict compliance with cybersecurity and information assurance regulations, identifying critical vulnerabilities in system configuration or design and engineering comprehensive corrective actions. Experience communicating complex technical, programmatic and cyber threat information to both technical peers and non-specialist stakeholders, creating and presenting detailed briefings, white papers and risk-resolution strategies for senior management. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.
