Major duties
The primary purpose of this position is to manage all aspects of the Air Force Junior Reserve Officer Training Corps (AFJROTC) instructor education, training, continuing professional development and credentialing needs. DUTIES: Serves as the technical authority for all Air Force JROTC instructor education, training, professional development and credentialing requirements. Manages Instructor Initial Certification Training, and Advanced Certification Training. Performs outreach to promote educational and training programs. Assesses program effectiveness. Consistently assesses overall program effectiveness by sampling student, instructor, school, district and state data as it relates to AFJROTC instructor, validating suggestions and complaints and examining trends. Performs a variety of administrative and customer service duties related to the professional development and credentialing program.
What you need to qualify
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. Teaching methods: Study of teaching strategies and learning styles of the adult learner. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of educational theories, principles, and practices including career planning, diagnostic testing, and Professional Military Education (PME); understanding of military and civilian occupational trends, requirements, and academic pathways to provide accurate, actionable recommendations to instructors; applying expertise in interviewing and counseling methodologies to effectively assess personal data and advise individuals on educational and career opportunities; proficiency in educational testing methodologies, including the selection, administration, and interpretation of interest, aptitude, and achievement assessments; knowledge of educational services, policies, and regulations to oversee program delivery and coordinate complex logistics and scheduling with academic institutions; knowledge in marketing, outreach, and strategic communications to resolve conflicts, gain program support, and maximize program participation. OR EDUCATION: Applicants must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of education theories, principles and practices of continuing education, professional development and accrediting processes to include the structure, function and goals of the national, state, local and regional education community as it relates to AFJROTC Instructors. Extensive knowledge of Department of Defense objectives, policies, procedures, or pertinent regulatory requirements affecting AFJROTC. Skill in analyzing and resolving problems, recommending alternative steps or remedial action to resolve problems. Ability to communicate effectively, both orally and in writing. Ability to plan and organize independently and to collect, interpret and analyze data. Ability to design and develop curriculum for AFJROTC instructor training, to diagnoses problems with online course completion and develop content for, and executes the AFJROTC advanced certification program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
