Housing Management Assistant (Fisher House)

The Fisher House is used by families of Veterans or active-duty military personnel who are receiving care at the VA Medical Center (VAMC) or have been transferred to a local medical facility by the VAMC and for Veterans and active-duty military personnel who are providing familial support to a hospitalized family member. This position serves as the Tennessee Valley Healthcare System Assistant Fisher House Manager.
Major duties
The Assistant Fisher House Manager (AFHM) and is responsible for on-site management, planning, operation, and administrative coordination of the multi-phased lodging program. The Assistant Fisher House Manager manages administrative practices and procedures related to planning, budgeting, scheduling, and coordinating the operational functions. Oversee, monitor, and coordinate the lodging program consisting of the Fisher House and offsite lodging as previously described. In the absence of the Fisher House Manager (FHM), the AFHM serves as Acting FHM in all aspects of the Fisher House program to include but not limited to: staff supervision (approving leave and verifying time cards); enforcement of rules and regulations and addressing those who fail to follow established procedures; serving as Contract Office Representative (COR) for all contracts relating to the Fisher House; and in the absence of the FHM serves as representative in making public appearances to explain the Fisher House program and other medical center programs/issues, all of which are designed to educate, gather feedback, promote goodwill, and create interest in the Fisher House Program as facilitated at the VAMC. The core duties of this position include but are not limited to: Manages administrative practices and procedures related to planning, budgeting, scheduling, and coordinating the operational functions. Oversees, monitors, and coordinate the lodging program consisting of the Fisher House and off-site lodging. Assists the Fisher House Manager in managing Fisher House operations and assures that the needs of Fisher House guests are met, including orienting guests to the Fisher House and its programs. On a recurring basis, solicits, analyzes, and reports feedback from patients and families regarding their experience with Fisher House lodging. Develops instruments to measure experience. Provides resolution to guests' complaints and concerns about the Fisher House. Develops and maintains positive and successful relationships with a tremendous cross section of society from much economic and ethnic diversity. This also includes compatibility with staff, patients, organization officials, VISN and Central Office staff. Maintains effective working relationships with community organizations and promotes good relations between the VA and the community and at times, represents the VAMC at various functions concerning the Fisher House. Coordinates after-hours Fisher House placements and activities with the AODs, HAS, Social Work, or other appropriate facility office. Assists Public Affairs with increasing community awareness of the VA Fisher House program, involving Veterans, and active-duty personnel (if applicable), when necessary. Effectively conveys ideas and job tasks to others for completion and displays skills in public speaking. Composes written correspondence and generates original compositions, letters, and news stories. Clearly communicates orally and in writing ideas, facility policies, and special programs to volunteers, community members, and service organizations. Conducts inspections and audits to identify deficiencies; determines the impact of repairs, improvements, or other corrective measures; and coordinates the scheduling or implementing the work with other organizational activities. Adapts analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/11/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of appropriate SF-50s include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50s at the highest grade held with an effective date more than one year old. You may qualify for the GS-7 and/or GS-9 based on your experience and/or education as described below. GS-7 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as: Setting and meeting priorities, following through on commitments, safeguards information, and organizing and uses time and resources to achieve desired results. Composing written correspondence and generating original compositions, letters, and news stories. Adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Managing administrative practices and procedures related to planning, budgeting, scheduling, and coordinating the operational functions. OR EDUCATION: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. Transcripts must be submitted with application. Education cannot be credited without documentation. PLEASE NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. OR COMBINATION: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond post-high school education. You may qualify for the GS-9 based on your experience and/or education as described below. GS-9 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as: Setting and meeting priorities, following through on commitments, safeguards information, and organizing and uses time and resources to achieve desired results. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
