Major duties

General Manager Duties: As a Front Line Manager you will: Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action. Give advice, counsel or instruction to employees on work and administrative matters. Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions. Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate. Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases. Identify developmental and training needs of employees, providing or arranging for needed development and training. Initiate ways to improve production, work processes and/or to increase the quality of the work directed. The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position. The Disclosure Manager supervises a staff of technical and clerical employees performing disclosure duties and is responsible for assigning, directing, and reviewing the work of subordinates. The incumbent plans, schedules, and coordinates work operations, such as training and development of employees, evaluating employees' work performance, and performs all other related administrative functions. In this position, the manager develops and adjusts fiscal year work plans and formulates workload forecasts for the overall activities of the field or campus office based on disclosure management directives; evaluates, administers, and validates employee time, attendance, leave requests and approvals. They ensure employee adherence to conduct standards, counsel employees on conduct infractions, and advise employees on resources available through employee assistance programs. The incumbent plans, develops, and evaluates disclosure program objectives, ensuring alignment with national disclosure policies and litigation risk mitigation strategies. The incumbent provides expert level, technical direction on highly sensitive, complex, and/or evolving, precedent-setting disclosure determinations involving multiple stakeholders, overlapping statutory authorities, and competing interests between transparency and taxpayer confidentiality. The Disclosure Manager maintains extensive, high-level interactions with executives, managers, and employees across the organization, disclosure professionals at all levels of the IRS, TIGTA executives, and representatives from other federal, state, and local government entities, as well as GAO officials, taxpayers and their authorized representatives, exempt organizations, local stakeholder groups, and legal professionals, including independent counsel and U.S. Attorneys. Serves as the principal technical authority in these engagements to provide expert interpretation of disclosure laws and regulations, negotiate and resolve highly complex or sensitive matters involving FOIA, IRC §6103, and Privacy Act requirements, and establish and maintain strategic liaison relationships with professional and governmental groups on issues of mutual concern. What you need to qualify

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position you must meet the qualification requirements outlined below: SPECIALIZED EXPERIENCE IR-04: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualified for this position your experience must include: Experience that demonstrates management/leadership experience such as applying management theories, techniques, methods, principles, and labor relations concepts to assure optimum utilization of personnel, equipment, and space and to accomplish program objectives through combined technical and administrative oversight. Experience interpreting and applying the Disclosure/Privacy statutes of multiple state and/or federal agencies to identify and solve complex problems and issues regarding a wide variety of tax, non-tax, and managerial functions. Experience planning, evaluating, and/or supervising the Disclosure Program and applying principles and practices of the protection, access, use and disclosure of Personally Identifiable Information (PII) and Federal Tax Information (FTI) programs. Experience interpreting and applying the Freedom of Information Act (FOIA), Internal Revenue Code (IRC) §6103 confidentiality provisions, the Privacy Act of 1974, and other federal disclosure statutes, regulations, and Treasury/IRS procedural guidance. Experience that demonstrates an understanding of accounting, computer security, and program management is required.
