This is being offered as a Detail/Temporary promotion NTE 120 Days. The Detail/Temporary promotion may be extended in 120-day increments up to one year. Incumbent may also be converted to a permanent appointment without further competition. This position serves as the Chief of Planning and Analysis for the Atlanta VA Healthcare System (AVAHCS), providing strategic planning and analysis for the medical center with 18 existing and future community-based outpatient clinics or other sites of care.

Major duties

Major duties for the Chief of Planning & Analysis position may include, but are not limited to: Provides direct supervision for 4 staff covering strategic planning, facility operations/lease planning, project activations, and space coordination. Oversees functions necessary for the implementation/operation of strategic and capital planning functions. Performs analysis of demographics, markets, services, data, etc. and uses that analysis to develop strategic plans for the AVAHCS. Oversees facility planning and space utilization management for the AVAHCS. Use knowledge of VHA, VISN, and VAMC objectives and goals to provide effective consultation to services throughout the AVAHCS. Conduct market assessments to stay current on internal/external influences that could affect the AVAHCS. Provides oversight of capital and/or program planning for individual clinical or administrative sites of care. Oversees the capital planning processes to include Health Care Planning Model (HCPM), Strategic Capital Investment Plan (SCIP) and project activation/space management and allocation processes. Oversees the Space and Equipment Planning System (SEPS) for the AVAHCS. Reviews facility planning and layout to ensure the most efficient distribution of patient care services. Monitors and coordinates the Capital Asset Inventory (CAI) for the AVAHCS. Gathers and maintains complex data used to evaluate, develop and implement required systems and resource planning elements to meet VHA, VISN, and VAMC mission goals and objectives. Oversees the establishment of contractual relationships with community healthcare providers, lessors, and service support entities. Develops pertinent business case analysis, statements of work (SOW), justifications and other required paperwork and facilitates submission through approved bodies at the AVAHCS. Supervises and oversees the Contracting Officer Representatives (COR) duties for all contracts necessary to support operations. Analyzes situations and develops plans to allow the organization to accomplish various organizational needs. Develops written planning documents and conducts sophisticated analysis which may include computer modeling and financial assessments. Prepares and delivers presentations to multiple groups, and leads project groups that may be very large and multidisciplinary in nature. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/07/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Note: This occupational series has an Individual Occupational Requirement (IOR). Individual Occupational Requirements (IORs) are requirements e.g., experience or education, for particular occupational series or positions within a series and are used in conjunction with a group coverage (generic) standard. This position's IOR is: Education: To qualify for the Health System Specialist position, you must possess an Undergraduate or Graduate degree in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In additional to the above Individual Occupational Requirement (IOR), you must qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Communicating effectively with an Executive Leadership Team using written, oral, and presentation materials and techniques; Review, create and implement standard operating procedures (SOP), memorandums, directives and other policy documentation that affects operations for the Healthcare System; Perform analysis of facility-level data and demographics and use that analysis to develop strategic planning guidance; Apply specialized principles and practices of healthcare management in reviewing and maintaining capital management at the healthcare facility level; Establish organizational structure and guidelines, regulatory system compliance standards, performance standards, work review and reporting requirements; Communicate effectively on behalf of the Healthcare System with local community stakeholders, community healthcare providers, outside regulatory systems and other entities, providing quality representation for the Healthcare System. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work in this position is primarily sedentary, although some slight physical effort may be required. The incumbent may be required to work long hours and irregular shifts. Work is typically performed in an adequately lighted and climate controlled office. The incumbent will need to travel to all sites of care under the VAMC jurisdiction to conduct business.
