About the Position: The Walla Walla District US Army Corps of Engineers is comprised of motivated and talented employees providing the very best engineering services for communities in the Pacific Northwest. The District helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas.
Major duties
Oversee the research, design, testing, and enhancement of the district's business intelligence applications (such as WWBI) and automated information systems. Act as the primary technical point of contact for organizational IT systems and advise senior leadership on state-of-the-art technological changes and advancements. Conduct detailed management studies to evaluate organizational efficiency, identify operational bottlenecks, and recommend new or modified IT workflows. Ensure software applications and platforms comply with security directives, Risk Management Frameworks (RMF), and continuous Authority to Operate (ATO) protocols. Use workflow mapping, process charts, and statistical methodologies to analyze the impact and efficiency of IT infrastructure (networks, databases, and hardware). Establish project timelines, draft technical justifications for procurements, and deliver comprehensive cost-status reports to IT steering committees. Prepare detailed written staff studies and conduct briefings to persuade management officials and stakeholders to accept and adopt system modifications. Serve as the Contracting Officer’s Representative (COR), conduct market research, draft Statements of Work (SOW), and monitor active IT service contracts.

GS-9 Specialized Experience: One year of specialized experience which includes experience in at least two of the following areas: (1) Assisting in gathering and organizing data for IT projects or business process studies; (2) Supporting the testing of new software, databases, or automated systems.; (3) Drafting basic technical documents, project schedules, or cost tracking reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Information Technology or Information Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes experience in at least two of the following areas: (1) Analyzing IT systems or business processes to identify bottlenecks and recommend workflow improvements; (2) Creating flowcharts, process maps, or technical specifications for system upgrades; (3) Tracking IT project milestones and budgets, and writing technical justifications for management.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Information Technology or Information Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes experience in all of the following areas: (1) Leading the design, development, or management of business intelligence tools or automated IT systems; (2) Ensuring IT systems comply with cybersecurity requirements (such as Risk Management Frameworks or Authority to Operate); (3) Writing Statements of Work (SOW), conducting market research, or managing IT contracts and vendors.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07 for the GS-09, GS-09 for the GS-11, GS-11 for the GS-12).
