Major duties
If selected for this position, you will join a well-respected team that is responsible for exercising a delegation of authority to contract for a variety of services, supplies and equipment. In addition, you will provide a variety of administrative support services in such areas as purchasing, and space management. Typical work assignments will include: Developing and documenting acquisition strategy for procuring supplies and services that may require a variety of specialized handling provisions, terms and conditions. Serving as the senior, and final, level review for all actions within delegated procurement authority associated with pre-award negotiation objectives, price reasonableness determinations, and contract dispute resolutions. Preparing Statements of Work (SOW) and other documents necessary to ensure all appropriate specifications are clear prior to a formal solicitation process. Reviewing requisitions and determining appropriate method of procurement; contract type; formal advertising; or other means adhering to appropriate policy, procedures, and processes. Evaluating proposals, unsolicited proposals, and other bid documents. Performing cost analysis and other evaluation actions to determine value of lowest bid in award decisions and preparing recommendations for award. Providing administrative support in the areas of contracting and purchasing. Responsibilities will increase and assignments will become more complex as your training and experience progress.
What you need to qualify
To be QUALIFIED for this position, you must meet BOTH the basic requirements and the minimum qualifications. Your education and experience will be evaluated against all qualification requirements (basic and any additional requirements) listed below. BASIC REQUIREMENTS Applicants must have One (1) of the following: A four (4) year course of study leading to a Bachelor's Degree in any field of study from an accredited college or university; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university. OR Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. **You must submit your transcripts (unofficial or official) to be considered for this position. Failure to submit your transcripts may result in disqualification for this position.** In addition to meeting the Basic Qualification Requirements as described above, applicants must also meet specialized experience as defined below. MINIMUM QUALIFICATION Specialized Experience: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. GS-12: To qualify for the GS-12 Contracting Officer, you must have one year of specialized experience at the GS-11 level. Specialized Experience is defined a lead contracting officer with the development of all aspects for pre-award and post-award functions, including price/cost analysis, negotiation, and administration for services, materials, and equipment associated with the organization; using solicitation methods or a combination of methods identified in the Federal Acquisition Regulation (FAR) to implement regulations, processes and procedures; developing, preparing and overseeing Statements of Work (SOW) or typically involving specialized equipment, professional or technical services; reviewing and analyzing requests for the procurement of off-the-shelf, items that are manufactured to order, specialized services, expert witness, litigative consultant services, construction, IT and complex equipment and services; determining sole source and other required document; preparing solicitation documents and incorporating specific provisions; analyzing proposals for conformance with the solicitation; conducting extensive negotiations before and/or after contract award; negotiating with potential contractors; awarding contracts within delegated contracting officer authority; and/or administering complex contracts. *** Must be able to attain and retain at least a level 1 (one) Federal Acquisition Certification in Contracting (FAC-C) as a federal contracting professional. FAC-C has specific training requirements with some courses online as well as classroom courses. To maintain a FAC-C, contract professionals are required to meet the continuous training requirement. *** You MUST meet all qualification requirements by the close date of this announcement. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted; recommended SF-50s include promotions and step increases (within grade increases). Career Transition Assistance Plan (CTAP)-The CTAP provides eligible surplus and displaced competitive service employees in the Department of Justice with selection priority over other candidates for competitive service vacancies. If your Department of Justice component has notified you in writing that you are a surplus or displaced employee eligible for CTAP consideration, you may receive selection priority if: 1) this vacancy is within your CTAP eligibility, 2) you apply under the instructions in this announcement, and 3) you are found well-qualified for this vacancy.
