This vacancy is for a Trade and Industry Analyst in the Defense Industrial Base Division (DIB), Office of Strategic Industries and Economic Security (SIES), Office of the Assistant Secretary for Export Administration (EA), Bureau of Industry and Security (BIS) within the Department of Commerce.
Major duties
As a Trade and Industry Analyst, you will perform the following duties: The duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of the selected employee. Independently perform complex business and industry program management and associated functions which address mission elements such as the health and competitiveness of the U.S. industrial base critical to agency priorities and mission objectives. Plan and manage delivery of major and continuing agency program which are central to agency objectives including Section 232 investigations and reports, defense industrial base surveys and reports, and other industrial analyses. Develop and implement new methods, organizational structures, and management processes to meet industrial base analysis needs of partner agencies and special requests of senior management. Analyze and evaluate key business and industry policy questions related to the U.S. industrial base, trade, national security, and/or critical technologies and contribute to significant agency decisions, policy recommendations and positions. Represent the agency authoritatively to key government and business officials and organizations. Develop and interpret agency policy related to the health and competitiveness of the U.S. industrial base, trade, national security or related issues and objectives. If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. What you need to qualify

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as: Conducting trade or industry research and analysis related to the U.S. manufacturing and industrial base, national security, and/or critical technologies; and Using data analysis tools to collect, organize, and evaluate data to identify key findings and trends; and Preparing written materials that communicate analytical conclusions and assessments; and Maintaining working relationships with multiple stakeholders. To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Conducting trade or industry research and analysis and/or advising on programs related to the U.S. manufacturing and industrial base, national security, and/or critical technologies; and Advising on methods and processes in the use of data analysis tools to collect, organize, and evaluate data to identify key findings and trends; and Preparing written materials and/or visualizations that communicate analytical conclusions and assessments; and Providing analytical briefings to senior leaders, industry representatives, and/or interorganizational partners.
