Chief Administrative Officer
What you'd do
The Chief Administrative Officer serves as the senior administrative and program management advisor to the Assistant Under Secretary (AUSH) for Veterans Community Care (VCC) and is responsible for leading, coordinating, and evaluating executive-level program and administrative operations, strategic initiatives, project execution, governance activities, and organizational improvement efforts for the VCC.
Major duties
Manages and coordinates program management activities on behalf of the AUSH/VCC to ensure initiatives are planned, executed, monitored, and evaluated from an enterprise perspective. Translates senior leadership priorities into actionable objectives, milestones, deliverables, and implementation strategies that support VCC goals. Responsible for the full lifecycle of assigned projects and initiatives, including planning, coordination, execution, risk tracking, performance monitoring, resource identification, and closeout. Develops and maintains program and project documentation, including business cases, project management plans, risk management plans, communications plans, budget and acquisition plans, governance materials, change requests, and implementation documents. Coordinates work across VCC, VHA, VA Central Office, field facilities, and other stakeholders to ensure priorities are aligned, issues are elevated, and decisions are supported by timely and accurate information. Prepares executive briefings, presentations, reports, decision materials, and other high-level documents for use by the AUSH/VCC and senior leaders. Evaluates organizational structure, workload distribution, staffing needs, work methods, administrative procedures, management controls, and resource requirements; and recommends improvements to increase efficiency, accountability, and operational effectiveness. Coordinates administrative and policy-related actions, including review of proposed legislation, regulations, directives, policies, audit findings, investigative reports, and governance requirements to determine impact on VCC operations Develops or recommends administrative policies, procedures, controls, reporting processes, and corrective actions to support consistent program execution. Researches improved business and management practices; identifies data needed for program direction; supports management surveys and organizational reviews; evaluates administrative systems such as records, communications, directives, forms, files, and documentation; and advises senior leaders on administrative operations organizational effectiveness, policy coordination, and process improvement. Performs the full range of supervisory responsibilities, including planning and assigning work, setting priorities, evaluating performance, developing performance standards, providing advice and counsel, identifying training needs, resolving complaints, addressing conduct and performance issues, recommending personnel actions, and ensuring effective use of assigned staff resources. Provides administrative and technical direction to subordinate staff, ensures work products align with AUSH/VCC priorities, monitors progress on assignments, and coordinates staff efforts in support of executive operations, governance, program management, and administrative requirements. Work Schedule: Full-time, 40 hours per week, Monday through Friday. Telework: This position may be authorized for ad hoc telework. Telework eligibility will be discussed during the interview process. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/12/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Qualifying specialized experience must demonstrate the following: Managing the distribution of staff workload to meet the mission of an organization; Providing advisory services to senior management officials on administrative program areas; Developing and maintaining a system of internal controls and accountability; and Directing, coordinating, integrating, and overseeing major administrative and program management activities across a program or organization.
