IT Data Analyst
What you'd do
This position is located in the Department of Homeland Security (DHS), Office of the Chief Readiness Support Officer (OCRSO). The primary purpose of this position is to identify, collect, and analyze data, performing data extracts, conducting analysis, briefing results to stakeholders, and generating reports using visual applications and analytical software tools. Non-BU: This is a non-bargaining unit position.
Major duties
As a IT Data Analyst, GS-2210-13, your typical work assignments may include: Conducts complex quantitative and qualitative analyses of enterprise-wide mission support, logistics, asset, and sustainability data to evaluate program effectiveness, identify trends and reporting disparities, assess data quality, and recommend data-driven courses of action for OCRSO, MGMT, DHS Components, and senior leadership. Uses CAPSIS business intelligence and data management tools, including Oracle Database, Informatica Power Center, OBIEE, Tableau, ESRI Portal, and SQL, to query, normalize, integrate, analyze, visualize, and report data from DHS and external source systems. Leads data stewardship activities by developing data plans, standards, procedures, and accountability methods to improve the collection, reliability, accuracy, accessibility, security, consistency, and timeliness of OCRSO data across source systems, datasets, and business functions. Coordinates functional and technical requirements throughout the systems development lifecycle by working with program owners, policy owners, IT system owners, developers, and users to document business processes, define user needs, develop user stories, evaluate test scenarios, identify integration opportunities, and support application development and enhancement. Prepares reports, briefings, dashboards, training materials, and ad hoc data products for internal and external stakeholders, including Congress, auditors, Departmental leadership, Directorate leadership, OCRSO, MGMT, and DHS Components; verifies and validates report outputs with stakeholders and presents findings and recommendations to senior officials. MINIMUM QUALIFICATIONS Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: Designs, develops, and delivers analytical objects and reports using mathematical and statistical analysis using business intelligence technologies. Formulates studies, summaries, and substantive analysis utilizing source date collection systems. Works with program and policy owners to translate business processes into systems and data requirements; AND Conducts data quality and completeness Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
