This National Guard position is for a HEALTH TECHNICIAN, Position Description Number D1243000 and is part of the PA Deputy Chief of Staff G1, National Guard. 1 or more Position(s) may be hired against this Announcement. Major duties
As a Health Technician, GS-0640-08, you will provide assistance in the administration of the JFHQ-S Occupational Health/Industrial Hygiene (OH/IH) programs to include, but not limited to, various duties in support of the Medical Surveillance, Respiratory Protection, Industrial Hygiene, Hearing Conservation, Vision Conservation, and Bloodborne Pathogen Programs. Ensure all full-time employees assigned to hazardous noise positions are enrolled in the Installation Hearing Conservation Program for testing and monitoring. Administer the JFHQ-S Department of Defense (DoD) Occupational Environmental Health Readiness System-Hearing Conservation (DOEHRS-HC) Program. Obtain and maintain DOEHRS-HC Bi-Annual Compliance Reports. Ensure military/civilian personnel receive Hearing Conservation Program services and training to meet hearing protection requirements (e.g., earplugs, noise muffs, ear canal caps, noise-attenuating helmets, or a combination of protection) to minimize hearing loss. Coordinate and/or conducts noise surveys of all suspected noise-hazard areas, vehicles, and equipment as directed by regulation and law using Type 2 or greater sound level meters which meet American National Standards Institute (ANSI) requirements. Ensure vision screenings are conducted IAW the Army Vision Conservation and Readiness Program (VCRP). Perform/coordinate calibration of medical screening equipment; operate and maintain OH/IH field and laboratory instruments and other medical equipment needed to determine health risks. Perform a variety of special tasks, such as portions of occupational health/industrial hygiene investigations or surveys as directed by the OHN. Maintain and input OH/IH data into required federal/military database systems (e.g., U.S. Army Center for Health Promotion & Preventive Medicine (USHCHPPM), DOEHRS-HC and Health Hazard Information Management System (HHIMS)). Assist the OHN with implementation of comprehensive OH/IH Programs to include initial and on-going medical evaluations, hazard assessments, control measures, hearing and vision conservation, and employee training and education. Contact employees during studies/surveys/investigations to observe and assess working operations and conditions and promotes effective OH/IH practices. Attach personal Dosimetry and monitoring equipment to workers to assess hazardous or potentially hazardous situations. Perform other duties as assigned.

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC 1: NG Employees at the Deputy Chief of Staff G1 AOC 2: NG employees in the Deputy Chief of Staff G1 AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes M-Day Soldiers, Temporary Technicians and AGR Personnel) TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades: OFFICER O1-O4 WARRANT OFFICER WO1-CW5 ENLISTED E5-E9 Supervisor for this position is LTC Hagelgans *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience, education, or training which provided a basic knowledge of principles and practices related to the health care delivery system. SPECIALIZED EXPERIENCE: Must have at least 18 months experience, education, or training which provided a working knowledge of missions, organizations, programs and requirements of health care delivery systems. Experience analyzing and recommending solutions to complicated problems. Experience developing and implementing various policies and procedures used in the state medical programs. Experience involving various administrative areas such as budget, personnel and public relations within a medical activity. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
