Major duties

Provides leadership to subordinates and technical guidance to executive/management level representatives from the Military Services, DCMA, and other Government Agencies. Leads the Contract Management Office’s (CMO's) implementation and execution of quality assurance operations for assigned AOR. Reviews quality assurance processes, such as surveillance execution and identifying contractual technical deficiencies, to establish/reassess goals, identify impediments, and determine courses of action. Makes temporary reassignments, arranges for overtime or temporary staffing, and responds to increases and decreases in CMO Quality Assurance (QA) Group workloads. As the CMO’s Deputy Director of Quality Assurance, has administrative oversight of engineers in the Quality Assurance group; Chief/Deputy Engineer of the Engineering and Manufacturing Group has direct and technical oversight of QA Group engineers. Responsible for reviewing and assessing the application of Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS) on assigned contract administration services functions. Analyzes CMO operations and develops materials for briefing managers at higher echelons.

What you need to qualify

To qualify for a Supervisory Quality Assurance Specialist position your resume and supporting documentation must support both A and B below: A. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03, GS-13, equivalent level under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Planning/developing/implementing a Quality Assurance Program. Advising on complex or unprecedented quality assurance problems which may require the development of new techniques, procedures, or changes in Agency policy. Advising senior leaders, Directors, Commanders, contractors, contracting officers, etc., as a subject matter expert on quality assurance processes. Providing direction, maintaining ethical standards, and leading teams in executing complex contract management and operational responsibilities in a high-accountability Department of War (DoW) environment. B. CAP Requirement: four (4) years of acquisition experience
