Program Specialist (National Saw Program Manager)
What you'd do
This position serves as a national leader, advisor, and consultant for issues concerning the NFS Saw Program. Performs a wide variety of activities in managing, planning, coordinating and implementing a comprehensive, consistent national training, evaluation, and certification program for the use of chain saws and crosscut saws. Major duties
Coordinate and assist in review and analysis of saw-related accidents and near misses. Responsible for maintaining a list of Region/Station/Area Saw Program Managers and Nationally Recognized Sawyer Training (NRST) Courses. Manage a comprehensive, agency-wide saw operations program encompassing education and training, accident investigation and risk management, public safety, contractor safety, and wildland and prescribed fire activity,. Manage and oversee programs to prioritize work, develop policies, ensure coordination with other branches, and meet timelines to ensure seamless, uninterrupted service and understand and meet customer needs. Recognize hazards and achieving compliance with regulatory provisions and effectively communicating saw operation practices and procedures to staff and line personnel.

Specialized Experience Requirement: For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as 3 or more of the following: 1. Developing and implementing program policies, standards, or operating procedures and providing national or agency level leadership for a technical or safety program. 2. Maintaining or developing a database system used to track training courses, analysis of saw-related accidents and near misses, and monitoring and evaluating the effectiveness of the safety program. 3. Developing or applying accident prevention criteria or safety procedures by evaluating diverse hazardous work processes and/or environmental conditions for field going activities characterized by high-risk job functions and widely dispersed operations. 4. Coordinating sawyer interests with other agencies such as the Department of Labor (DOL), the Department of the Interior (DOI), and the Occupational Safety and Health Administration (OSHA), particularly regarding technical saw use, field operations, or Fireline personnel safety during wildfire or other hazard incidents. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
