Major duties

Major duties of this position include but are not limited to: Deliver briefings regarding the TMS as required to managers, supervisors, and other leaders. Verifies database information in the TMS. Create assignments of appropriate training to local users, through the use of assignment profiles. Deliver briefings regarding the TMS as required to managers, supervisors, and other leaders. Verifies database information in the TMS. Monitor external events entered into the TMS. Responsible for monitoring education mandates and compliance. Ensures accurate training data is reported to appropriate party. Serve as the Domain Manager, Learning Manager, Item Manager, Assignment Profile Manager, Assignment Manager, User Manager, Item Manager, Scheduling Manager, Registration Manager, Help Desk Manager, Report Manager, Question Editor Manager, Manage Self Enrollment Manager, and Manager Self Enrollment Help Desk Manager for OKCVAHCS Learning Content Management SYSTEM (LCMS). Serves as Point of Contact (POC) and advocate for TMS. Uses LCMS to create, modify, edit, and enhance training material and prepare material to be published to the intranet. Designs reports as required for individuals, Service Chiefs, Medical Center Director and VISN staff as directed. Trains or ensures local TMS administrators, instructors, employees, staff, and supervisors are trained on TMS user interface. Ensure education requirements at facility are included in TMS system set up and management. Create assignments of appropriate training to local users, through the use of assignment profiles. Deliver briefings regarding the TMS as required to managers, supervisors, and other leaders. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/13/2026. Individual Occupational Requirements Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled, OR, Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. For Community College of the Air Force GS-1712 positions only: Section 9315 of 10 USC directs the commander of the Community College of the Air Force (CCAF) to comply with standards established by the Secretary of Education to confer associate degrees upon enlisted members who have completed the requirements for the prescribed programs of study. To comply with this directive, all faculty members of the Community College of the Air Force must meet minimum educational requirements as prescribed by the accrediting body Southern Association of Colleges and Schools, Commission on Colleges (SACS-COC), i.e. all teachers must hold at least an associate's degree in order for the school to meet accreditation criteria. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 level. For a GS-11 position you must have served 52 weeks at the GS-09 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Staff Development and serve as the TMS Domain Manager for the OKCVAHCS. Knowledge of Microsoft Office Suite in order to perform major duties includes MS Outlook, MS Word, MS PowerPoint, and MS Excel. In addition, Must be thoroughly knowledgeable with navigating in a web-based environment in order to instruct others in all the functions of the TMS system and to troubleshoot user problems identified by users, including service level TMS administrators. Incumbent must have expert knowledge in order to instruct others and troubleshoot user problems in accessing and launching online courses. Working knowledge of the VA Profile Maintenance system in order to verify TMS users are correctly identified in PM & TMS systems and to troubleshoot problems with inconsistent information in these systems when these inconsistencies affect employees' ability to successfully log on to TMS. Incumbent must be certified to use the LCMS program to create online trainings for the local domain, which meet section 508 compliance, OR; Education: Applicants may substitute education for the required experience. Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable, OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond . Specialized Experience-11: Knowledge of national VA Employee Education System (VA EES) programs offered through the VA TMS catalogs, and knowledge of how to search to find a variety of both VA mandatory and optional online courses, and other courses, in order to assist OKCVAHCS employees and TMS Administrators access these education sources. Must be thoroughly knowledgeable with navigating in a web-based environment in order to instruct others in all the functions of the TMS system and to troubleshoot user problems identified by users, including service level TMS administrators. Knowledge of administrative procedures and requirements is necessary to perform duties that facilitate the work of the office. Must have skill in effective written and oral communications to establish and maintain effective communications with people both within and outside of the organization. will be required to act independently where there are issues associated with the TMS that haven't been identified or for which there are no guidelines. In addition, local processes will be developed and implemented as needed. Will write any local policy letters needed to ensure that TMS runs effectively and efficiently. Such guidelines may include well-structured training manuals/modules or programs with ample visual aids, electronic and hardcopy administrative manuals (such as TMS web sites and tutorials, 508 compliance guidelines), teleconference e-training for instructors and/or accepted VA education training guidelines and policies. OR; Education: Ph.D. or equivalent doctoral degree OR, 3 full years of progressively higher level graduate education leading to such a degree.
