You will serve as a Supervisory Human Resources Specialist with Office of the Secretary of Interior. The vacancy for this position will be filled in the following branch: Recruitment-Law Enforcement Duty location will be based on selectee's current DOI duty location. This position is suitable for telework and the incumbent may be allowed to telework with supervisory approval.

Major duties

At the full performance level GS-13 the major duties of this position include, but are not limited to the following: Manages and directs the work of subordinate Human Resources staff for the National and Public Safety Law Enforcement Office (NSPS), providing guidance, oversight, and performance management. Exercises full supervisory authority, including hiring, training, evaluating, and disciplining employees. Ensures staff are aligned with organizational goals and operational needs. Oversees the planning, execution, and evaluation of HR programs and initiatives within the Branch. Responsible for ensuring compliance with federal regulations, policies, and procedures. Coordinates and integrates HR functions to support mission objectives. Interprets and applies HR laws, regulations, and policies. Advises management and staff on complex HR matters, including staffing, classification, employee relations, and performance management. Develops and implements local policies and procedures as needed. Provides expert advice to senior leadership on HR strategies, workforce planning, and organizational development. Participates in long- and short-term planning to address workforce needs and optimize Branch operations. Investigates and resolves sensitive or complex HR issues. Exercises independent judgment and discretion in matters affecting the organization, including waiving or deviating from established policies when appropriate. Represents the Branch and organization in meetings, negotiations, and consultations with internal and external stakeholders. Communicates HR program goals, changes, and requirements to staff and leadership. The position is suitable for telework and the incumbent may be allowed to telework with supervisory approval.

What you need to qualify

All qualifications must be met by the closing date of this announcement - 08/19/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Minimum Qualification Requirements: To qualify for this position, you must meet Specialized Experience for the series to which you are applying. Specialized Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: Experience applying federal staffing and recruitment laws, regulations, policies, and procedures to recruit and hire law enforcement, sworn, commissioned, and other mission-critical positions. This includes providing expert advisory services on OPM qualification standards, special hiring authorities, merit system principles, veterans' preference, law enforcement retirement coverage, and the unique hiring, appointment, and retirement requirements applicable to federal law enforcement officers. Must meet all. You must include the hours worked per week. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
