Motor Vehicle Operator (VTS) - Intermittent
What you'd do
This intermittent position is located in the Transportation Section of the Engineering Service within the Hudson Valley Healthcare System and will be required to work at the Franklin Delano Roosevelt Hospital in Montrose, NY and the Castle Point VA Medical Center in Wappingers Falls, NY. This is an intermittent position that works irregular hours including weekends and evenings, based on the needs of the medical center.
Major duties
NOTE: Intermittent employment is defined as non-fulltime employment in which employees serve under an excepted or competitive service appointment without a regularly scheduled tour of duty. A position with an intermittent work schedule is sporadic and unpredictable so that a tour of duty cannot be regularly scheduled in advance. This position does not offer health insurance. DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. MAJOR DUTIES: Operates a variety of motor vehicles including cargo, van, trucks, and buses. These vehicles range from a pickup truck to larger trucks and buses, which are gasoline or diesel powered with approximate gross vehicle weight of more than 26,000 pounds and up to 35,000 pounds. This includes Freightliner M2 and similar vehicles with gross vehicle weight rating (GVWR) 35,000 pounds, Freightliner MBs and similar vehicles with GVWR 33,000 pounds, Freightliner MBCs and similar with GVWR 33,000 pounds each, Rosenbauer Commanders and similar with GVWR 33,000 pounds, and Freightliner FL70s and similar with GVWR 31,000 pounds. Operates trucks and vehicles approximately 65% of the time while on duty. This may fluctuate depending on assigned routes and seasonal trips. Some of these vehicles have two or more gear ranges and are equipped with such driving controls as gearshift lever, brake pedal, accelerator, clutch, and levers for supplying power to driving wheels. These vehicles are usually equipped with air brakes. Vehicles are driven either as specifically assigned or on a regular basis to transport patients and family members, supplies, materials, or equipment throughout the medical center complex and the local public area. This also includes geographic sites and ranges with the operational difficulties such as weight restrictions, various vehicle restrictions on certain roads or areas, and rough terrain in order to haul equipment materials such as large machinery, test equipment, electronic equipment, etc. Performs required operator maintenance i.e., monitoring and adjusting fluid levels such as oil, coolant, diesel exhaust fluid, washer fluid, replacing air filters, replacing interior and exterior lights, checking tire pressure and hose connections, cleaning the interior and exterior of vehicles, jump starting vehicles, and changing wiper blades. Maintains service records, completes delivery records, trip tickets, and compiles accident reports in case of accidents. Loads and unloads crated and uncrated equipment, supplies, and parts from vehicles. Moves material manually or assists in the loading and unloading when materials handling equipment is required. Uncrates material; as necessary checks, counts, and sorts of material, stocks and palletizes material in closed or open storage. Examples of material include steel, automotive equipment and parts, cylinders, drums, office furniture, hospital supplies, and non-standard test equipment. Operates a forklift truck (of up to 10,000lbs or more in capacity) in indoor warehouse or outside storage areas and on loading dock to load, unload, and store material. Performs operator maintenance. Uses a Mobile Data Computer (MDC) for GPS directional services, register Veterans boarding and unloading the vehicle, communicate via the MDC with the scheduler/dispatcher as needed, record on the MDC and keep accurate records related to fuel, maintenance and other vehicle documentation as may be required by the VA or the state. Performs other related duties as assigned. What you need to qualify
PHYSICAL EFFORT AND WORK CONDITIONS: Light physical effort is required in reaching, bending, turning, or moving arms, feet, and legs to operate hand and foot controls or motor vehicles. Physical effort is exerted In operating, turning, backing, and controlling heavier vehicles. Work requires standing on hard surfaces for extended periods of time; bending, stooping and working in tiring and uncomfortable positions. May lift and carry Items that weight up to 50 pounds or more. Heavier Items are moved with weight handling equipment or with assistance from others. Forklift operation requires moderate physical effort in operating hands and feet. Vehicles are operated in all types of traffic and weather conditions on public roads and there is exposure to the danger of serious accidents. The employee drives in heavy traffic and at highway speeds over complicated roads and interchange systems. Applicants will be rated in accordance with the OPM Federal Wage System Qualifications.
