The primary purpose of this position is to serve as the Chief of Protocol, performing the full range of administrative, procedural, miscellaneous protocol duties and responsibilities for the 1 Special Operations Wing (1 SOW).
Major duties
- Plans, executes and directs all details of the 1st Special Operations Wing Protocol Program. - Administers and oversees programs for Distinguished Visitors (DVs). - Performs supervisory personnel management responsibilities. - Manages and executes protocol funds.
What you need to qualify
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: (1) Works with customs, concepts, practices, and regulations dealing with national and international diplomatic formality, precedence and etiquette such as that gained by extensive experience in working with protocol and skill in applying this knowledge to planning and directing the details of all formal visits of high ranking dignitaries both from within the Federal Government and from the international scene. (2) Works with international protocol policies, practices, and procedures combined with knowledge of the structure, missions, and various organizations in and an understanding of military traditions to plan, organize and coordinate the overall protocol program, and (3) Works with etiquette, military customs, cultural considerations, and international protocol as well as an understanding of management techniques is essential in order to adequately schedule visits assuring the visitor's purpose is accomplished. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the concepts, principles, and practices of a protocol program. 2. Knowledge and understanding of Air Force, Major Command, and military traditions to conduct and coordinate protocol activities. 3. Ability to plan, organize and coordinate itineraries for senior officers, government officials and foreign dignitaries; senior officials of industry; and local, state and federal elected officials to include members of Congress and their senior staff. 4. Skill in researching the backgrounds and special needs/interests of visitors and assimilate information into appropriate protocol functions/events. 5. Skill in effective oral and written communications to conduct and coordinate protocol activities. 6. Knowledge and skill in supervising military personnel and volunteer protocol personnel ensuring proper personnel and EEO policies, practices and procedures are followed. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
