Major duties
General Manager Duties: As a Front Line Manager you will: Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action. Give advice, counsel or instruction to employees on work and administrative matters. Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions. Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate. Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases. Identify developmental and training needs of employees, providing or arranging for needed development and training. Initiate ways to improve production, work processes and/or to increase the quality of the work directed. The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Responsibility for supervising, planning, developing, and coordinating program activities for a substantial client base that includes several different types of Centers (Submission Processing, Accounts Management, and Compliance) and geographically dispersed posts of duty in a multi-state area that house most business units and organizations. Provides direction and leadership for real estate and facilities programs. Responsible for complex projects, including the development of new procedures and policies. Serves as the principal program leader in area-wide or cross-functional services and is authorized to make final decisions within broad delegated authorities. Responsible for assigning, directing, and evaluating the activities and accomplishments of subordinate staff. What you need to qualify
Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualified for this position your experience must include: Demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include: Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization. Office management experience included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc. Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization. Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc. AND Experience planning and coordinating facilities management programs supporting multiple geographically dispersed facilities, including building operations, maintenance activities, and facility services. Experience applying General Services Administration (GSA) building management regulations, policies, and operational requirements to facilities projects, building operations, and occupancy activities. Experience managing facilities-related projects involving renovations, repairs, workspace modifications, or infrastructure improvements from planning through implementation. Experience administering contract-supported facilities services by reviewing contractor deliverables, monitoring contract performance, resolving technical issues, and ensuring compliance with contract requirements. Experience evaluating facility conditions, operational requirements, and customer needs to develop recommendations supporting maintenance, renovation, and long-range facilities improvements. Experience directing organizational space planning activities by evaluating workspace requirements, developing space utilization recommendations, and supporting facility reconfiguration projects.
