SUPERVISORY CONTRACT SPECIALIST
What you'd do
About the Position: You will serve as the principal Procurement Official and primary Contracting Officer vested with an unlimited monetary authority to contract for supplies, services including construction and architect-engineer, utilities, and agreements via any authorized contracting method using all manner of fixed price or cost reimbursement type contracts.
Major duties
Manage the District’s multi-million dollar contracting program for single and multiple purpose civil works water resources projects; military design and construction projects, environmental restoration, hazardous toxic and radiological waste. Develop long range organizational plans and goals through subordinate organizational chiefs, assign work to subordinates, determining work schedules and priorities. Implement contracting laws, higher authority directives and policy, develop and issue local guidance. Serve as a member of various boards (Corporate Board, District Acquisition Strategy Board, etc.) to ensure contracting commitments are met. Represent the District in meetings with officials from other districts, higher echelons, contractors, and other agencies.

Basic Requirement for Supervisory Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes (1) Applying highly developed professional knowledge of the theories and principles of contracting to execute contracting program for organization; (2) Administering contracts for Construction, Architect and Engineering, Environmental, Services, and Supplies; (3) Developing strategies to maximize benefit to the Government (i.e., reducing Government risk, selecting proper contract type, decreasing contract cost, increasing value); and (4) Implementing team building strategies and methods to maximize team members's potential and productive work environment to meet mission goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
