About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with INSCOM, Office of Assistant Chief of Staff, G3 in Fort Belvoir, Virginia.

Major duties

Serve as Deputy and Senior Civilian Advisor to the Assistant Chief of Staff, G-3. Exercise operational oversight of the Command and in the determination of policy, mission, and operational requirements. Evaluate the technical effectiveness of all G-3 operations. Plan work to be accomplished, interpret policy and procedures and establish priorities. Conduct major staff studies and review of operational plans and policies. Supervise preparation of final documents for the G-3 and Command Group approval.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. Specialized Experience: One year of specialized experience which includes: Experience directing and synchronizing daily operations across a matrixed military and civilian intelligence staff; executing supervisory personnel management over subordinate divisions; directing resource, budget, or manpower allocations for full-spectrum intelligence programs (such as SIGINT, HUMINT, or CI); AND representing a major command or organization at executive-level interagency boards or conferences. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
