What you'd do

The position of CBOC Service Administrative Officer (AO) reports directly to the Chief, CBOC Service at Allentown CBOC and plays a critical role in the overall function of the CBOCs. VA Medical Center CBOCs are located in Allentown, Bangor, Columbia County, Williamsport, Honesdale, Sayre, Tobyhanna. Travel to these locations may be required.

Major duties

This position requires substantial skills and knowledge of management principles and concepts, program analysis and process improvement techniques, budget analysis, cost accounting management, management planning, and public relations. This position requires substantial knowledge of the principles of healthcare and business administration and related Federal statutes, regulations, and procedures as well as Veterans Affairs organizational structure, regulations, policies, and procedures. The incumbent must possess strong analytical ability and be able to communicate effectively orally and in writing. He/she must be able to interpret policies, statutes and regulations and write policies and procedures related to providing health care. Incumbent supports administrative management duties within the CBOC Service, to include the draft of policies, plans (strategic and equipment) for review, standard operating procedures, data documents for process improvement and other written memorandums to define administrative requirements and clinical process. Incumbent is responsible for the overall day-to-day oversight of all CBOC Service clinics. Incumbent provides oversight for daily operations, compliance, problem solving, staffing, customer service, and reporting spanning all program areas. Conducts management studies to collect data on patient demand and workload trends. Estimates and computes workloads projections through established formulas and guidelines. Coordinates the preparation and submission of recurring monthly, quarterly, and annual reports, management briefings, summaries, and a wide variety of non-recurring reports. The incumbent participates in all accrediting body and systematic internal reviews related to CBOC Service, making suggestions on ways to improve overall management and functioning based on those reviews. Works with management to formulate, direct and develop policies for CBOC Service program management. Evaluates circumstances, and develops, refines, or revises operational procedures as needed. Responsible for providing management advisory services on all aspects of improving care for CBOC related programs at the Medical Center. This involves accumulating cost efficiency and statistical data; conducting management studies and projects to collect data on patient demand and trends. Preferred Experience: Administrative management experience, specifically in clinical or ambulatory care setting, Proficiency with VA Enterprise systems, experience with analytical review, data mining and reporting, resource coordination and operations support, budget and financial management experience, contracting and procurement experience. Experience in administrative management in healthcare setting, ability to manage and coordinate multidisciplinary teams across multiple clinical settings and sites, knowledge of compliance requirements, policy and procedure applicable to ambulatory care setting. Administrative management experience, advanced problem solving skills, knowledge of federal management principles and policies, operations support, stakeholder coordination, proficient communication and interpersonal skills, Work Schedule: Monday-Friday 8:00 A.M.- 4:30 P.M. Physical Requirements: Position requires an alert mind. The work performed is of precise nature requiring extended periods of concentration that are often interrupted. Physical demands include light lifting, bending, standing, manual dexterity and walking are required. Composure, tact, confidentiality, and ability to maintain office decorum are prerequisites in the face of changing priorities. Travel to CBOCs may be necessary. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administrative management experience, specifically in clinical or ambulatory care setting, Proficiency with VA Enterprise systems. Experience with analytical review, data mining and reporting, resource coordination and operations support, budget and financial management experience, contracting and procurement experience. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
