Major duties
Provide advisory services to managers utilizing HR Information Systems. Provides expert advice on policy implications of proposed management actions and accomplished necessary follow activities in support of decisions. Provides technical leadership and functional advisory for human resources to build personnel policies and operational procedures for civilian employees. Provides staff advice and guidance and develops and recommends policy to the Chief, Civilian Personnel, th HR Director and senior management. Advice and guidance covers the full spectrum of civilian human capital management issues. Interpret and apply human resources concepts, laws, and regulations across functional areas to provide a full ranges of services such as staffing, classification, awards, performance management, and employee relations.
What you need to qualify
Specialized Experience: For the GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11. Specialized experience must be documented in your resume. Specialized experience includes: 1) Independently advising on and developing staffing solutions and recruitment strategies in accordance with HR laws and regulations; 2) Clearly communicating technical HR information, both verbally and in writing, to customers; 3) Using automated technology and data management tools to research, analyze, interpret, and present HR information. For the GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12. Specialized experience must be documented in your resume. Specialized experience includes: 1) Independently advising on and developing staffing solutions and recruitment strategies in accordance with HR laws and regulations; 2) Clearly communicating technical HR information, both verbally and in writing, to customers; 3) Using automated technology and data management tools to research, analyze, interpret, and present HR information; 4) Providing guidance and recommendations on complex performance and conduct issues. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
