This position is located in the Department of Homeland Security (DHS), Mission Assurance Division (MAD). The primary purpose of this position is to provide strategic planning, leadership, and management of all facility operations, logistics, continuity planning, exercise coordination, and security functions within DHS I&A. Non-BU: This is a non-bargaining unit position.
Major duties
As a Director- Mission Assurance Division, GS-0301-15, your typical work assignments may include: Responsible for the strategic planning, leadership, and management of all facility operations, logistics, continuity planning, exercise coordination, and security functions within DHS I&A. Plans, organizes, and directs the activities of the MAD, ensuring all division activities comply with applicable legal, regulatory, and policy requirements and meets customer needs across I&A HQ and field locations. Monitors the effectiveness of security operations, ensures that identified deficiencies and vulnerabilities are addressed through corrective actions, and maintains close coordination with security counterparts across DHS and the Intelligence Community to support integrated security risk management. Provides leadership, supervision, guidance, and professional development for staff managing facilities and logistics, continuity and exercises, and security operations. Oversees the Continuity and Exercise Branch (CEB), directing the development, execution, and maintenance of continuity of operations, emergency preparedness, and related exercise programs. Ensures required continuity exercises and tests are planned and executed in accordance with applicable directives, standards, and guidance. Proactively assesses and budgets for current and future resources requirements supporting facilities, logistics, security, and continuity, ensuring that MAD resources are aligned with I&A strategic objectives and mission priorities. What you need to qualify
Specialized Experience: To qualify for the GS-15 position, you must possess the specialized experience equivalent to the GS-14 grade level in the Federal government, or equivalent in the private section experience. For this position, specialized experience is defined as: Mastery of administrative and program management principles sufficient to direct and integrate facilities, logistics, security, continuity, emergency preparedness, and exercise programs. Expert knowledge of organizational planning, resource management, policy implementation, and performance management sufficient to establish priorities, allocate resources, and evaluate program effectiveness. Knowledge of DHS, Intelligence Community, and Federal policies, regulations, and directives governing mission assurance activities and related support operations. Knowledge of management methods and techniques sufficient to assess organizational requirements, develop operational improvements, and resolve complex administrative issues affecting mission readiness. Skill in advising senior leadership on mission assurance requirements, organizational risks, operational priorities, and resource considerations. Ability to coordinate and integrate the work of subordinate supervisors, branch chief, and professional staff responsible for diverse mission support functions. Ability to develop strategic objectives, establish performance expectations, and ensure effective execution of programs supporting headquarters and field operations. Substitution of education in lieu of specialized experience may not be used for this grade level. This position has a Selective Placement Factor (SPF). The SPF for this position is Certification: The incumbent must possess at least one or more of the following certifications at the time of selection: Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) Federal Acquisition Certification in Contracting (FAC-C) Level III Certification Defense Acquisition Workforce Improvement Act (DAWIA) Level III Certification Certified Federal Contracts Manager (CFCM) The incumbent will be required to maintain all Contracting Officer's Representative (COR) certifications throughout their tenure in the position. This position is designated as Emergency Essential. Emergency Essential personnel must be able to serve during a continuity of operation event without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding.
