Serves as a Manager in the Office of Airports ANM Region's Airport Safety and Standards Branch.
Major duties
The incumbent provides principal support to the Airports Division Director, Deputy Division Director, and 3 Airports District Offices (ADO) in the administration of airport engineering/standards, airport certification, and other safety programs. The incumbent provides oversight and makes recommendations on its programs to the Division Director and Deputy Division Director. The incumbent provides direction to a diverse group of administrative and technical professionals and coordinates, oversees, and supports safety and standards programs for airports in the national airspace system. Manages the regional airport certification program. This includes providing guidance and oversight of all regulatory actions performed by airport certification safety inspectors at 66 airports certified under title 14 Code of Federal Regulations (14 CFR), Part 139. This also includes conducting periodic and surveillance inspections at Part 139 certified airports to ensure compliance with 14 CFR, Part 139 program standards, such as personnel, paved and unpaved areas, safety areas, markings, signs, lighting, snow and ice control, aircraft rescue and firefighting, airport emergency planning, self-inspection programs, pedestrian and ground vehicles, obstructions, wildlife hazard management, airport condition reporting, marking and lighting of unserviceable areas and other unsafe conditions. Ensures compliance with the Agency's goals to reduce runway incursions, provide outreach and education to the regional airport operators, and work with other airport safety stakeholders, such as air carriers, other FAA offices, airport vendors, and consultants. Manages the regional engineering/standards program, which includes airport design, pavement, construction standards, and Modifications of Standards (MOS). He/she will provide technical guidance and expertise to the AOOs and other airport safety stakeholders, such as airport operators, air carriers, FAA offices. airport vendors. and consultants. This also includes the technical review of all specifications and standards developed by Headquarters, regional implementation of those standards, developing and maintaining regional engineering standards, and providing guidance and support to the ADOs, as needed, to address any engineering standards issues that come up in the field. Provides regional support for emerging technologies in areas such as Unmanned Aircraft Systems (UAS) and Commercial Space Transportation. Ensures compliance with Airport Improvement Program (AIP) grant assurances for all airports in the region. This includes working with ADOs, state, city, and county airport stakeholders, and the public on compliance complaints and issues to facilitate informal resolution. This also includes supporting Headquarters on the resolution of formal compliance complaints, technical review of all compliance guidance developed by Headquarters, supporting the ADOs to address any compliance issues that arise in the field and ensuring appropriate land use inspections are performed.
What you need to qualify
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE IS DEFINED AS: direct technical or management level involvement in the processes related to airport management, airport compliance, aaircraft rescue and firefighting, Safety Management Systems, Airport Geographic Information Systems, and/or inspecting airports for deficiencies and/or unsafe conditions.
