This position is located in the Department of Veterans Affairs (VA) Office of Human Resources and Administration/Operations, Security, and Preparedness Manpower Management Service (MMS). accountable, skilled and engaged workforce that provides excellent customer service to Veterans and their families. The MMS provides policy and oversight to ensure the VA has the right staffing levels and organizational structure to promote the most efficient and economical use of resources to meet the mission.
Major duties
The primary purpose of this position is to serve as a management analyst to support the full range of the VA MMS portfolio of responsibilities. The incumbent assists managers by providing objective information to make administrative and programmatic decisions to improve effectiveness, resource efficiency and resource savings for all components of the VA. The incumbent regularly monitors data and processes to ensure compliance with VA policy and guidance. The incumbent participates in development of manpower staffing requirements determination models, studies or standards. The incumbent routinely works to process and coordinate actions for organizational or position change requests. Responsible for conducting analysis and using authoritative data sources to develop and publish manning documents/business intelligence dashboards develop new staffing requirement standards or models; conduct studies; review and recommend decisions on organizational or position change requests. The MMS functions are critical to the VA's resource allocation process and evidence-based decision-making processes. Supports all VA Central Office (VACO) Staff Offices and the Administrations by providing objective and independent analysis of the efficiency of organizational structure and position management. Conducts independent analysis regarding manpower requirements needed to support success with the organizations' mission, function, and tasks. The incumbent supports the analysis required to maintain statistically sound standards and tools to be used across the VA to develop and implement staffing models or studies. Conducts research, defines problem areas and causes, develops solutions, recommends solutions to an organization's leadership or designee and assists an organization's leadership or designee in implementing the recommendations. Conducts research and analysis that are complicated by the need to consider and evaluate the impact of changes in regulatory and legislative requirements, long-range program goals, and relationships between officials and offices throughout the VA. Develops innovative solutions to identified process and work limitations. Develops statistical and narrative data to support changes and recommendations. Provides managers with methods and tools to quantify organizational outcomes, mission capability, process capability, and resource utilization effectiveness. Prepares and presents briefings to managers on study findings and recommendations. Provides technical leadership, advice, and assistance on highly complex, controversial, or precedent setting matters; and creative and imaginative solutions to challenging problems including high visibility programs, unusual urgent matters, or critical issues which require application of the full range of advanced scientific and experimental techniques. Develops directives, procedures, and instructions for current and long-range manpower staffing requirements to meet the stated mission, functions, and tasks of the program under review. Participates in validation of staffing models, standards, and studies resulting in authoritative manpower staffing requirements to be used in the develop of budget submissions and resource allocation decisions. Proposes, builds, and edits functional taxonomy to facilitate the definition of manpower requirements. Evaluates manpower studies to ensure compliance with VA policy, soundness, and consistency with manpower processes and procedures. Analyzes and evaluates program performance, recommending areas of additional study, and/or changes to existing programs that maximize program objectives. Provides guidance to Administration and Staff Office functional managers and manpower management teams in the development of manpower standards and variances. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/10/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 level in the normal line of progression for the occupation in the organization. Examples of specialized experience include: Conducts research and analysis that are complicated by the need to consider and evaluate the impact of changes in regulatory and legislative requirements, long-range program goals, and relationships between officials and offices throughout the VA Develops directives, procedures, and instructions for current and long-range manpower staffing requirements to meet the stated mission, functions, and tasks of the program under review. Evaluates program and policy decisions that may have short- or long-term impact to customer resources. Manages position data within the HRSmart manpower management module to include creation of positions. Trains manpower management analysts working in the Administrations to ensure that their skills are continually updated. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. A full year of work is considered to be 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Expert ability to use very complex, sophisticated models to simulate real world environments with many variables. Expert knowledge of decision support presentation methods and techniques in order to research, develop, compile, and edit briefings to be presented to all levels of leadership. Expert knowledge of organizational and functional roles and missions to establish and maintain personal contact with personnel at multiple levels (field units to the VA Central Offices), which requires a high level of tact and diplomacy in order to obtain information, coordinate analysis, and present results.
