Major duties
Leads a team who specializes in labor relations and/or employee relations in accomplishing the organization's objectives. Provides day-to-day expert technical leadership, workload coordination, and quality assurance for a team of HR Specialist engaged in labor and employee relations casework. Serves as a senior expert consultant to management officials on sensitive or precedent-setting labor and employee relations issues. Advises on proposed disciplinary, adverse, and performance-based actions, medical inability cases, leave administration, hours of work, premium pay, grievances, appeals, issues involving employee conduct, harassment, substance abuse etc. Conducts complex fact-finding, gathers background information, and conducts document reviews to recommend appropriate courses of action.
What you need to qualify
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service. For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service. Specialized experience is defined as: Providing technical advisory services in Labor Employee Relations and Performance Management by reviewing case facts, interpreting applicable laws and regulations, advising managers on proposed actions involving conduct, performance, leave, or workplace behavior, and preparing written analyses, case summaries, or briefings that support content, legally sound decision-making; Evaluate the impact of statutory, regulatory, or policy changes on workforce management; Applying conflict management principles to resolve complex workplace issues by conducting fact-finding, analyzing relevant information, identifying potential risks or systemic concerns, facilitating communication between stakeholders, and recommending evidence-based solutions that improve organizational effectiveness and support constructive resolution of disputes. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
