About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Huachuca, Arizona.
Major duties
Serve as a Contracting Officer's Representative (COR) responsible for writing performance criteria and requirements for Performance Work Statements, task orders, and defining deliverable requirements for contract. Manage Information Technology Approval System (ITAS) to support Capability Managers and Engineers to ensure project milestones and system dependencies are reflected in project plans. Direct contract financial operations by analyzing estimated costs and projected savings to generate comprehensive cost-benefit analyses that optimize agency resource allocation. Provide cost reporting for tracking and controlling contractor expenditure rates. Generate independent government cost estimates to determine contract pricing arrangements.

For GG-07: Specialized Experience: One year of specialized experience which includes: Coordinating project costs and expenditures to ensure strict alignment with established fiscal year budget plans; Completing structured professional training programs to apply foundational technical standards in routine system operations; and Reviewing draft solicitation documents in coordination with the Contracting Office to ensure alignment with procurement regulations. OR Education: (See Education Section) OR Superior Academic Achievement: (See Education Section) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. For GG-09: Specialized Experience: One year of specialized experience which includes: Monitoring fund disbursements by validating contractor billing statements to ensure accurate payment processing within the agency's financial management system; Analyzing network operations data to prevent service disruptions; and Updating the ITAS training materials to reduce system data entry errors. OR Education: (See Education Section) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. For GG-11: Specialized Experience: One year of specialized experience which includes: Analyzing contracting actions to ensure organizational compliance with federal acquisition laws and procurement regulations; Collaborating with Subject Matter Expert to evaluate complex operations data and develop data-driven recommendations for leadership decision-making; and Delivering written program briefings and/or oral status reports for senior leadership to ensure organizational readiness across all commands. OR Education: (See Education Section) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For GG-12: Specialized Experience: To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: Formulating objective performance criteria to monitor contractors' compliance with established deliverables; Analyzing acquisition packages to verify alignment with Government requirements; and Exercising formal appointment authority to designate qualified personnel as ITAS users to enforce strict access controls. For GG-13: Specialized Experience: To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: Monitoring command budget allocations to ensure all acquisition initiatives remain within established constraints; Providing technical consultation to NETCOM subcommand personnel on IT acquisition strategies to ensure strict adherence to network security standards; and Evaluating ITAS capabilities on an ongoing basis to implement system optimizations that increase operational efficiency across the command.
