Major duties
The United States Space Force (USSF) at Los Angeles SFB, El Segundo, CA is searching for a Team Leader, Personnel Liaison to support SYD 80 (NH-0301-03, GS 12/13 equivalent). Description: Employee plans and carries out assignments independently; conceives and defines solutions to highly complex problems; analyzes, interprets, and reports findings of projects; and guides technical and programmatic work of team members in comparable junior grades. Completed work and reports are reviewed for feasibility, compatibility with other work or effectiveness in meeting requirements or expected results. Serves as the senior Point of Contact (POC) for civilian personnel and administrative services involving position management, staffing, placement, and pay pools at LAAFB. Collaborates with servicing Civilian Personnel Section (CPS) at multiple bases (primarily Los Angeles AFB and Patrick SFB). Ideal Candidate: As a Team Leader, the candidate must have USAF and/or USSF Civilian Personnel Experience to be successful in this position. Must have demonstrated knowledge/experience with military and civilian personnel management policies, processes, staffing, recruiting, and techniques sufficient to advise management and employees regarding rules, procedures, obligations, and entitlements. Must be able to work in a team setting with others, be able to establish rapport, communicate effectively (writing and speaking). Must be able to build a cohesive team. Documented USAF Civilian Personnel experience in staffing/recruiting, skill in administering unit-level personnel/administrative programs & the ability and experience to train team members. Comprehensive skill in managing a diverse set of programs, prioritizing actions, tracking status to completion, directing work, and operating workflows and processes. Key Skills and Abilities: 1.Knowledge of pertinent laws, regulations, policies and precedents which affect the use of military and civilian personnel programs and related support resources pertaining to personnel management, and a practical understanding of position management, special recruiting authorities, strategies, incentives, organizational design and position classification. 2.Knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of military and civilian personnel program operations carried out by administrative or professional personnel, or substantive administrative support functions. 3.Demonstrated knowledge/experience with military and civilian personnel management policies, processes, staffing, recruiting, and techniques sufficient to advise management and employees regarding rules, procedures, obligations, and entitlements. 4.Skill in administering unit-level personnel and administrative programs. Comprehensive skill in managing a diverse set of programs, prioritizing actions, tracking status to completion, directing work, and operating workflows and processes. 5.Ability to lead and mentor team members and to develop new or modified organizational work methods. 6.Ability to establish effective working relationships and to communicate with tact, creativity, and resourcefulness, both orally and in writing.
