What you'd do

You will serve as an ENGINEER in the SUBMARINE MANEUVERING AND CONTROL DIVISION of NAVAL SURFACE WARFARE CENTER CARDERROCK DIVISION. This position is part of the Warfare Centers Personnel Demonstration Project. The full performance level of ND-05 pay band encompasses positions equivalent to the GS-14 and GS-15.

Major duties

You will be responsible for the definition, organization, direction, and success of major submarine hydrodynamic programs, systems development efforts, and critical Science and Technology and Research and Development initiatives. You will direct large, multi-year programmatic efforts divided into sub-programs/tasks, overseeing broad areas of effort conducted within Navy Hydrodynamic technical portfolio. You will establish, control, and manage technical milestones, schedules, budgets, and costs across NAVSEA Program Offices, Direct Reporting Program Manager Submarines, Shipbuilding Implementation Teams, agencies, industry, and international partners. You will act as principal strategic liaison between the operation Fleet and technical community, partnering with force designers to translate current/future operational concepts into actionable Science, Technology, Research and Development objectives You will provide authoritative technical expertise and input to complex hydrodynamic modeling and simulation, testing, and trial development.

What you need to qualify

Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 pay band (GS-12/GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer managing complex, high-consequence technical projects in submarine hydrodynamics, maneuvering, and control throughout the complete project lifecycle-including defining scope, developing technical requirements, coordinating cross-functional engineering resources, and directing execution. Served as the principal strategic liaison and lead across the enterprise, fostering alignment and collaboration among diverse stakeholders. Proven track record of authoring and presenting detailed technical reports, engineering proposals, and executive briefings on submarine maneuverability to high-level audiences-including internal and external collaborators, sponsors, Technical Authority, senior leadership, and Flag Officers-to explain complex engineering findings, recommend strategic courses of action, and secure critical approvals for major design and engineering initiatives.
