Heavy Mobile Equipment Mechanic Supervisor

The position is located within the Fleet/Grounds Department, Facilities Management Service (FMS), at the Chillicothe VA Medical Center in Chillicothe, OH, and works under the direct supervision of the Maintenance & Operations Supervisor.
Major duties
MAJOR DUTIES: Exercises responsibility for the operation and administrative management of the combined Fleet/Grounds Unit. Performs duties necessary to provide transportation, grounds maintenance, automotive and equipment maintenance, and gardening requirements. Schedules maintenance and repairs on GSA and station-owned vehicles, grounds maintenance equipment, and emergency generators. Vehicles and equipment include, but is not limited to, passenger cars, fire trucks, aerial truck, dump truck, passenger vans, bus, trash truck, Cushman vehicles, pickup trucks, electric vehicles, tractors, end loader, backhoe, skid steer loaders, excavators, forklifts, bombardiers, mowers, off-road vehicles and diesel-powered generators. Equipment must be maintained in an operable state of repair to provide transportation, fire protection, emergency electrical power for the station, grounds maintenance, snow removal, and trash collection. Schedules and maintains necessary transportation requirements for over 300,000 miles driven annually. Maintains vehicles in a safe and dependable condition. Schedules and coordinates the usage of vehicles and personnel to assure total utilization of available resources to promote economical and quality transportation. Responsible for ensuring all vehicle operators have completed the requirements necessary to operate a government vehicle. Maintains required data on workload and expenditures for fleet utilizations programs and fleet reports for fuel consumption and vehicle acquisition. Schedules and maintains necessary grounds maintenance requirements. Work consists of, but not limited to, trimming of weeds, cutting, and trimming approximately 200 acres of lawn, reseeding, planting grass, trimming around buildings, trees, and signs, and picking up litter, limbs, leaves, and debris. Coordinates all tree maintenance, trimming, and removal. Maintains roads and parking lots and performs repairs, patching, cleaning, and contracts for new asphalt and asphalt maintenance. Acts as Contracting Representative (COR) for trash removal and all other fleet/grounds contracts. Inspects work and provides guidance to the contractor on the administration/execution of the contract. Performs other related duties as assigned. What you need to qualify
PHYSICAL EFFORT AND WORK CONDITIONS: Works in tiring or uncomfortable positions for long periods. The work requires frequent standing, bending, reaching, stretching, climbing, and crouching. Works on top of, under, and in tight compartments of vehicles in cramped or awkward positions. Performs strenuous work while standing, lying, or sitting. Frequently lift and carry items, unassisted, weighing up to 50 pounds or more, and often exerting similar effort in pushing, pulling, and positioning parts, assemblies, and equipment. Frequently lift and move heavier items with the assistance of other workers or with lifting devices such as jacks, hoists, and cranes. Sometimes required to work from ladders or work platforms at varying heights. This position requires walking, standing, bending, sitting, crawling, and climbing. Incumbents must have good vision, with or without glasses. Incumbent may work from ladders, scaffolding, and/or hydraulic platforms. This position requires working in uncontrolled environments, in inclement weather conditions, and in confined or uncomfortable spaces. Many work sites are hot, dirty, dusty, greasy, poorly lit, cramped and with unpleasant odors. Occasionally subject to possible dangerous working conditions including exposure to hazards normally encountered in the hospital trades and various types of infections. May be subject to electrical shock and/or electrical burns, cuts, bruises, and strains. Required to wear appropriate personal protective equipment as necessary to accomplish assigned tasks in a safe manner. Typically work on parts and systems which are dirty, oily, or greasy. Subject to cuts, burns, chemical irritations, bruises, electrical shock, and injuries from falls while repairing, positioning, and moving equipment. Follow prescribed safety practices and use safety equipment such as protective hearing devices, hard hats, hard-toe shoes, gloves, respirators, and protective clothing. Some of these safety items may be uncomfortable to wear or use and may be worn or used for long periods. Applicants will be rated in accordance with the OPM Federal Wage System Qualifications.
