Major duties
As a Travel Policy and Program Manager, you will: Serves as the senior program lead for the planning, direction, and operational execution of a complex, enterprise-wide travel and administrative program, establishing policies, procedures, and internal controls to ensure compliance with the Federal Travel Regulation (FTR), applicable laws, agency directives, and organizational objectives. Provides authoritative guidance on complex travel and administrative matters and resolves issues with significant operational or financial impact. Applies advanced analytical and evaluative methods to assess program effectiveness, identify systemic risks, evaluate internal controls, and develop strategic recommendations that improve operational efficiency, strengthen financial stewardship, and ensure compliance with statutory and regulatory requirements. Leads continuous process improvement initiatives and implements corrective actions to address audit findings and emerging program risks. Provides enterprise-level functional leadership for travel, financial, and administrative systems by defining business requirements, coordinating system enhancements, evaluating system performance, and collaborating with technical stakeholders to ensure system capabilities align with operational needs, regulatory requirements, and organizational priorities. Leads testing, implementation, and change management activities for system upgrades and new functionality. Directs the administration and oversight of financial management-related programs, including travel expenditures, government travel charge card operations, and other administrative financial programs. Monitors program performance, analyzes financial trends, ensures regulatory compliance, develops corrective actions for identified deficiencies, and serves as the principal liaison during audits, compliance reviews, and financial assessments. Exercises first-level supervisory responsibility over professional and administrative staff by planning and assigning work, establishing performance expectations, evaluating employee performance, providing coaching and developmental guidance, resolving complex operational and personnel issues, and fostering collaboration across organizational components to ensure consistent execution of agency programs and strategic initiatives.

WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following: Lead the operational execution of a large-scale travel or administrative program, including developing and implementing procedures to ensure compliance with Federal Travel Regulation and organizational policies. Apply analytical and evaluative methods to assess program effectiveness, identify operational risks, and implement process improvements to enhance efficiency, internal controls, and financial stewardship. Manage or provide functional oversight of enterprise systems (e.g., travel or financial systems), including coordinating system requirements, supporting system enhancements, and ensuring alignment with business and compliance requirements. Oversee financial management-related programs (e.g., travel expenditures, charge card programs, or similar), including monitoring spending, ensuring regulatory compliance, and supporting audits or compliance reviews. Supervise staff by assigning work, evaluating performance, resolving complex operational issues, and coordinating across organizational components to ensure consistent program execution.
