Engineering Technician
What you'd do
This position is located at the VSA San Diego Healthcare System Engineering Service Projects/Activations Section. The Engineering Technician provides a wide variety of technical support in the management of construction activities and serves as a Contracting Officer (COR) on planning, design, and construction projects at the medical center.
Major duties
Duties include but are not limited to the following: Provides a wide variety of technical support required in the management of construction activities Practical knowledge of engineering practices and techniques utilized in the construction of a wide variety of standard and specialized facilities Conducts research type studies, provides estimated construction costs, Interprets precedent designs, Engineering Handbooks, Journals, manufacturer's literature, and VA Construction Standards and Specifications Conducts field Investigations to collect data a$ necessary to develop design requirements Provides the full range of support to the Space Committee by reviewing space requests and locations to determine appropriateness of the requested locations Serves as the point of contact for engineering related Issues Serves as Contracting Officer Technical Representative (COR) on planning, design{ and construction projects at this medical center Performs the duties of contract oversight for the design· and construction contract administration, which Includes but not limited to site inspections, safety checks, compliance verification, project tracking, and construction management Develops engineering specifications and cost estimates. Incumbent performs Inspections of the medical center and construction work being done by contractors Serves as the Construction Safety representative for projects. Serves as purchase card holder; submits purchase card order and other engineering related budget items such as 2237s, etc. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 7:00am - 3:30pm Virtual: This is not a virtual position. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/20/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-07 position you must have served 52 weeks at the GS-05. For the GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-07 Grade Level You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing a wide variety of technical Engineering support required in the management of construction activities; Interpreting precedent designs, Engineering Handbooks, Journals, and manufacturer's literature. GS-09 Grade Level Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing a wide variety of technical Engineering support required in the management of construction activities; Interpreting precedent designs, Engineering Handbooks, Journals, and manufacturer's literature; Serving as Contracting Officer Technical Representative (COR) on planning, design, and construction projects; Developing engineering specifications and cost estimates; Performing Inspections of the medical center and construction work being done by contractors.
