What you'd do
The position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid- Atlantic Health Care Network (VISN 6), located at the Fayetteville NC VA Coastal Health Care System, being an active member of the team in analyzing workload data throughout Quality & Safety Service and making recommendations regarding resource utilization. Predominately, this position will provide overall operational and administrative management to the Chief of Quality & Safety.
Major duties
The incumbent is responsible to provide program support to the Policy Coordination Program in Quality & Safety Service. Duties include but are not limited to: Assisting with sequential numbering of facility publications within the Service, tracking of current status, ensuring that each reflects the current VHA and VISN policy, and complies with guidelines established by the Joint Commission, OIG, and other accrediting and regulatory agencies. Maintaining a computerized master listing of all policies received, providing a status report upon request. Reviewing policies for proper formatting, appropriateness and accuracy with minimum supervision. Responsible for electronic distribution and uploading updated or new policies. Assists with Quality Improvement Programs including the requirements of Veterans Integrated Service Network(VISN), VA Central Office (VACO), Joint Commission (JC) and the Office of Inspector General (OIG), as they relate to health care delivery services that are provided at the clinics while providing guidance and input for a broad data base for management decisions. Provides support and workload data for the Chief, Q&S to assist with resource allocation, team productivity and efficiencies. Tracks requested information and feedback on a timely basis from program areas, staff, technicians, and other Medical Center Service Lines in sufficient lead time for reviewing, compiling, correcting and preparing for required signatures for numerous recurring and non-recurring reports. Provides technical support and assistance to the Chief of Q&S and position Management Committee in conducting, gathering, and compiling materials for sources mentioned above, developing policy statements and in completing special assignments and projects. Performs a wide range of non-routine program support and administrative functions that are essential to the facility's strategic plan for Quality and Safety. Identifies existing or potential problem areas and recommends necessary corrective action of preventive measures. Forecast, formulate, and final execution of the Quality & Safety Service budget along with managing fund control points. Develops routine plans or schedules using standard references and existing information. Provides technical assistance and advice, maintaining necessary controls and suspense files; compiling and submitting necessary paperwork for appointment and staffing purposes, employee clearances, placement, follow-ups, merit promotions, performance awards and evaluations, classification actions, counseling and disciplinary actions; maintaining knowledge of VA/American Federation of Government Employees (AFGE) Master Agreement and coordinating AFGE involvement in personnel related matters, etc. Assures that annual performance appraisals for all service line employees are completed in accordance with current regulations and established timeframes. Provides guidance and administrative support in developing or rewriting position descriptions, functional statements, and appropriate performance standards. Serves as Quality Management's primary timekeeper. Serves as primary timekeeper for timecard processing, and keeping master schedule updated. Serves as SME for HR actions, using HR Smart and MSS portals for submissions. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday, 8:00am - 4:30pm Telework: Position is eligible for Telework - Ad Hoc. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade level (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: compiling information and preparing administrative reports for briefings; maintaining and updating databases and shared computer drives; providing advice and assistance to managers and staff concerning agency personnel processes and procedures; experience using office automation programs such as work processing spreadsheet, graphics, and desk top publishing; and coordinating with management to control purchasing and use of supplies. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of progressively higher level graduate education that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR, Superior Academic Achievement (SAA): SAA at the baccalaureate level in the coursework detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade level (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); accurately preparing timecards for submission and processing; assisting in strategic planning; creating and maintaining statistical data for decision-making purposes; developing and monitoring cost effective programs, developing and updating policies pertaining to the administrative and operational activities; developing methods and tools to evaluate program activities and effectiveness and performing trending and evaluative work. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have have a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. Preferred Experience: Minimum of one year of experience overseeing the personnel management program for the service, performing or overseeing the full range of human resources requirements. Budgeting and financial management for the service. Policy coordination and development in accordance to VHA Directives, Notices or Handbooks. Primary timekeeper experience and labor mapping. Collaboration with other services and leadership for reporting. Accreditation survey and site visit coordination of logistics for organizations such as TJC, VISN, OIG, OMI, OGC. SharePoint & Power Apps web development and management. Creation and completion of committee meeting agenda and minutes.
