Major duties
General Manager Duties: As a Front Line Manager you will: Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action. Give advice, counsel or instruction to employees on work and administrative matters. Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions. Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate. Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases. Identify developmental and training needs of employees, providing or arranging for needed development and training. Initiate ways to improve production, work processes and/or to increase the quality of the work directed. The following are the job specific duties of this position. Serves as a first-line supervisor with full authority and accountability for planning, directing, coordinating, and evaluating the work of a staff engaged in highly complex analytical, evaluative, and program management activities that have significant organizational impact. Assigns work based on evolving priorities, level of difficulty, and employee competencies; establishes and communicates performance standards aligned with strategic goals; and rigorously evaluates employee performance to ensure excellence in quality, timeliness, and mission outcomes. Provides authoritative leadership in workforce planning, including recruitment, selection, succession planning, and the development of a high-performing workforce, while fostering an inclusive and results-driven environment. Exercises delegated managerial authority in a full range of employee relations matters, including performance management, disciplinary and adverse actions, and conflict resolution, ensuring adherence to merit system principles and labor relations obligations within a unionized environment. Directs the allocation and management of resources-including human capital, budget, and technology-to optimize operational efficiency and program effectiveness. Ensures compliance with policies, procedures, and internal control standards. Communicates strategic direction, organizational priorities, and program changes to staff and key stakeholders, and represents the organization in high-level meetings, briefings, and cross-functional initiatives. Leads, directs, and integrates complex, high-visibility analytical studies and projects that evaluate the effectiveness, efficiency, and impact of major programs and initiatives across the organization. Provides expert-level guidance in the application of advanced qualitative and quantitative analytical methodologies to assess program performance, identify systemic issues, and develop actionable, data-driven recommendations that inform senior leadership decision making. Oversees the preparation and delivery of comprehensive reports, executive briefings, and policy recommendations, ensuring analytical integrity, clarity, and alignment with strategic priorities. Synthesizes program analysis with enterprise-wide objectives, regulatory requirements, and policy considerations, and collaborates extensively with internal and external stakeholders to drive program success. Identifies and leads initiatives focused on process improvement, innovation, and risk mitigation, ensuring the implementation of best practices and continuous improvement across programs. Directs program support functions, including coordination with shared service organizations and oversight of contractor support, ensuring compliance with acquisition regulations and effective vendor performance management. What you need to qualify
Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualified for this position your experience must include: Experience applying analytical and evaluative methods to assess program operations, identify operational issues, evaluate the impact of proposed changes, and develop recommendations that support program objectives and organizational priorities. Experience conducting program studies and operational reviews to evaluate the effectiveness and efficiency of policies, procedures, workflows, and organizational processes, and recommending corrective actions or process improvements. Experience interpreting and applying Federal laws, regulations, policies, procedures, and internal guidance to evaluate program operations, resolve operational issues, and ensure compliance with established requirements. Experience planning, coordinating, and managing program or project assignments involving multiple stakeholders, establishing project milestones, monitoring progress, resolving implementation issues, and delivering completed work products. Experience developing executive reports, briefing materials, policy papers, and written recommendations that present analytical findings, support management decisions, and communicate program impacts to leadership. Experience evaluating organizational processes and business operations to identify root causes of performance issues, develop process improvement recommendations, and support implementation of operational enhancements. Experience coordinating with internal organizations and external stakeholders to obtain, validate, and integrate information needed to resolve program issues, support organizational initiatives, and achieve program objectives. Experience evaluating program performance data, operational results, and supporting documentation to identify trends, assess program effectiveness, measure operational outcomes, and recommend actions to improve program performance.
