What you'd do

The position is located in the Financial Management Division, Office of the Executive Director, Bureau of Near Eastern Affairs and South and Central Asian Affairs (NEA-SCA/EX/FM). The Executive Office provides management, personnel, budget, information technology, and general administrative support to 29 Missions in North Africa, the Middle East and South and Central Asia, and to the 23 domestic offices. The Budget Officer directly supervises Overseas Team, Domestic Team, and Travel Unit.

Major duties

Ensures mission, vision, values and strategic plans are communicated to the staff and integrated into the Financial Management's (FMs) strategies, goals, objectives, work plans, and work products and services. Provides support for post deliverables such as distribution of funding, mid-year budget review, and final budget target setting for domestic programs, public diplomacy, and International Cooperative Administrative Support Services (ICASS) programs Acts as one of two Bureau's Chief interlocutors with the Bureau of Budget and Planning to justify needed resources. Drafts, submits and defends budgetary justifications, and provides budgetary/financial management information and/or analysis. Directs or collaborates in responses or provides information, explanations, and clarifications to agency, Office of Management and Budget (OMB), and Congressional questions and inquires. Develops or reviews briefing materials related to the budget

What you need to qualify

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience determining and implementing an organization's roles, responsibilities, rules and processes. Experience providing technical and programmatic leadership and direction, advice and recommendations in carrying out the entire range of management responsibilities of the full budget cycle. Experience coordinating and directing the efforts of the budget staff, management officials to formulate, develop, justify, present and execute budgetary resources. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
