Contracting Officer Representative (COR)
What you'd do
This position is located in the Department of Labor, Employment and Training Administration (ETA), Office of Job Corps. This position will serve as an acquisition expert for contract administration and procurement support and will monitor the performance of all contractors and vendors for conformance with contract specifications. The official title of this position is Contract Program Support Specialist. This position is inside the bargaining unit.
Major duties
In the role as a certified COR, provides technical guidance to assure that the technical scope and terms of the contract are met. Coordinates, communicates, and ensures cooperation among the contractor, CO, and associated Government personnel, for the purpose of anticipating and resolving difficulties, and ensuring satisfactory completion of the contract. Monitors the day-to-day administration of the contract. Documents all actions taken and decisions made as COR. Maintains a complete file for each contract (e.g., reports, approvals, certifications, telephone/email records, memorandums of record, and/or correspondence) that can be audited or accessed as necessary in order to facilitate contract review, evaluation, and closeout. Oversees, develops and writes statements of work, market analyses, independent government cost estimates, sole source justifications, brand name justifications, contract modifications and other documents as required for the procurement process. Analyzes and evaluates contract performance and makes recommendations for revisions as projects proceed through the acquisition life cycle. Advise management and senior leadership regarding contracts to include award fee, modifications, surveillance activities, contract research. Develops negotiation strategies for supplemental agreements and modifications. Coordinates, facilitates and oversees meetings with OJC management, federal staff and contractors to discuss progress, objectives, goals, and other mutual concerns. Provides guidance to contractors on all administrative matters related to their contract. Works directly with contractor to resolve staffing and invoicing issues and interpret technical directives that have a direct bearing on contractor performance.
What you need to qualify
For GS-13: Applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience includes meeting all of the following statements: Manage acquisition projects through the full contract lifecycle-from pre-solicitation and source selection to day-to-day contract administration; and Apply contract management principles to monitor contractor performance; and Communicate effectively, orally and in writing, to negotiate terms, lead meetings, prepare documentation, and brief diverse stakeholders.
