What you'd do

This position is located in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Management and Administrative Services (OMAS), Division of Controlled Correspondence, Communications, and Coordination (DCCC). DCCC is responsible for providing quality controlled correspondence, document, and information services and expertise to all National and Regional Offices and staff. This position is in the bargaining unit.

Major duties

Major duties for this position are listed below: Serves as the Paperwork Reduction Action (PRA) Specialist and technical advisor within Employment & Training Administration (ETA). Provides authoritative advice and consultation to agency officials and customers regarding associated policies and procedures, and recommends new approaches and alternatives to address current or anticipated problems. Maintains awareness of government-wide and Department of Labor (DOL) PRA policies and procedures, and studies new and proposed PRA legislation and regulations to determine impact on the program. Serves as a liaison with ETA Programs, the Office of the Chief Information Officer, and the Office of Management and Budget regarding ETA's PRA workload. Negotiates acceptable agreements to resolve conflicts and controversial disputes. Elicits support of program officials, customers and other concerned parties as needed. Establishes and manages PRA clearance processes and procedures to ensure effective management of the program. Collects and reviews documents quickly and efficiently, processes documents timely, compiles compact record (standardizing tasks and procedures) that meets recordkeeping requirements. Prevents the use of unauthorized forms by having standards in place. Monitors PRA timelines (life-cycle) for forms/information collection requests (ICRs) and works with Program Offices to ensure timely renewals and discontinuances. Keeps ETA Program Offices abreast of changes in policy and procedures forms management. Reviews and secures approval for new forms prior to use to ensure PRA compliance and to avoid redundancy. Ensures that all forms are relevant to the purpose for which they are used. Creates and maintains a complete and comprehensive inventory/index/template library of ETA's public-use forms. Promotes the development and use of dynamic electronic forms to take full advantage of production, transmission, storage, and retrieval capabilities of information technology resources. Eliminates conflicting, duplicate, and obsolete forms/ICRs and improves data collection, reporting methods, and information management procedures through the standardization and management of forms. Provides online access to forms used by ETA, thereby reducing or eliminating the need to provide paper copies. Supports Division of Controlled Correspondence, Communications, and Coordination (DCCC)'s Freedom Of Information Act (FOIA) management and records management responsibilities. Responsible for addressing, resolving, or making recommendations to the ETA FOIA Disclosure officer for the resolution of controversial and sensitive matters involved in the proper administration of agency processes and compliance with FOIA regulations. Selects and implements appropriate troubleshooting techniques and problem solving methods to assist Disclosure Officer, senior staff, and Program Office staff in determining disclosure decisions and recommending viable solutions to FOIA issues. Assists Office of Management & Administrative Services (OMAS) Records Manager with modernizing OMAS records management functions by managing the transition of agency paper records to electronic records. Establishes and assesses OMAS records and information management practices to ensure they support the principles of transparency and information sharing throughout the organization, agency, and Government.

What you need to qualify

GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience is defined as having ALL specialized experience statements below: Experience identifying and analyzing issues, and developing recommendations to resolve Paperwork Reduction action. Experience carrying out projects to enhance the Paper Reduction Act operations and effectiveness.
