Major duties
This position provides oversight for the NWC’s international engagement activities with partner nations and organizations, to ensure high-level coordination and synchronization for engagement and development activities around the world. You will collaborate with other U.S. Government agencies to strengthen the U.S. Governments capacity to plan and conduct international engagement. You will work closely with other government and civilian agencies pertaining to mutual international engagement partnerships and efforts. You will advise senior leaders in the implementation of policies relating to international equities. You will oversee the execution of an international program for an organization.
What you need to qualify
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS 11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing and implementing strategies, policies, and actions to manage an international engagement strategy, 2) Applying analytical processes to align Navy and Combatant Command theater security objectives with nation requirements; 3) Planning and leading the execution of high-visibility engagements involving senior U.S. and international officials; and 4) Managing program resources, including budget formulation, execution, and oversight of large-scale initiatives, with a high degree of independence and responsibility for mission critical outcomes. Special Requirements: This is a Security Cooperation (SC) position due to the nature of the positions duties and responsibilities. In accordance with DoD Instruction 5132.15 .Implementation of the Security Cooperation Workforce Certification Program., incumbent must meet DoD SCW certification requirements applicable to the duties of this position. The deadline for existing SCW members to attain certification begins on the publication date of the DoD Instruction 5132.15, May 7, 2021. For new SCW members, the timeframe begins once a workforce member is entered in to a SCW position in the Security Cooperation Workforce Development Database (SCWD-D). (a) Basic-level Certification. One year to complete all required basic-level courses. Note that all SCW members require at least basic-level certification. (b) Intermediate-level Certification. One year to complete basic-level courses and 2 years to complete all required intermediate-level courses (3 years total). (c) Advanced-level Certification. One year to complete basic-level courses, 2 years to complete intermediate-level courses, and 2 years to complete all required advanced-level courses (5 years total). (d) Executive-level Certification. Three years to complete all required executive-level courses. Incumbent of this position is required to comply with all Department of Defense and Defense Security Cooperation Agency requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain DoD SCW 10 Enclosure (1) certification within the required time may subject the incumbent to adverse action. Incumbent is required to maintain 20 hours of Security Cooperation professional development continuous learning every two-year period to maintain good standing in the DoD Security Cooperation Workforce Certification Program. Your supervisor is responsible for enabling you to accomplish this SC Certification requirement.
