This position is located at the Sioux Falls VA Health Care System. The primary purpose of the Supervisory Health System Specialist Ambulatory Care Operations Director - Group Practice Manager (ACOD-GPM) is to provide oversight and administrative management of all ambulatory care services in the VAMC and related Community Based Outpatient Clinics (CBOCs) as it relates to access to care as applicable.
Major duties
Major duties include: Provides direct oversight of business managers for ambulatory care at the main campus and CBOCs, monitors profile indicators, and develops action plans to address access and operational issues. Deploys an analytics system for the collection and analysis of outpatient care patient feedback for access and quality measures at the VAMC. Serves as the supervisor for a unit engaged in scheduling, clinic access, data analytics, exercising administrative and personnel management functions. Leads program planning and execution for VHA-approved clinic practice management programs at the VAMC level; oversees execution as primary agent for VAMC leadership. Develops and maintains annual budget plan and staffing plans for outpatient care; makes recommendations to leadership regarding allocation of resources, including use of VACAA and non-VA community care options. Acts as a liaison or point-person for communications with internal and external groups, establishing standardized weekly/monthly templates for Access Reporting. Reviews and evaluates local processes and procedures to determine areas of effectiveness, efficiency, and improvement for proposal through the GPM Community of Practice and the national Steering Committee. Works with Veteran Experience Advocates to evaluate patient and family concerns regarding access to services and ensures concerns are addressed in a timely and effective manner by appropriate subject matter experts. Collects and analyzes trended data sets to assist in the allocation of resources and identifies causal relationships between aspects of ambulatory care to achieve and sustain quality, safe, efficient, and effective care. Coordinates with Logistics and Resource Management offices to oversee contracting services as they relate to clinic activities, reviews and develops input and recommendations. Serves as Chief of Consolidated Scheduling Service (CSS) Work Schedule: Monday-Friday, 8:00 a.m. - 4:30 p.m., 7:30 a.m. - 4:00 p.m., or 7:00 a.m. - 3:30 p.m. (work hours may be further discussed during the interview) Telework: Ad hoc, Ad Hoc telework occurs on an occasional, non-routine basis- for example, inclement weather or telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. This position has an Individual Occupational Requirement (IOR): Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems Regulations and standards of various regulatory and credentialing groups Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement You may qualify based on experience as described below: GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes what is stated above as well as: provides administrative oversight for multiple outpatient clinical services, ensuring efficient operations and successful implementation of management best practices; leads strategic planning and process improvement initiatives using data analysis and recognized methodologies (such as LEAN and Six Sigma) to enhance access, quality, and customer satisfaction; develops, implements, and evaluates policies, procedures, and training programs; prepares a variety of reports and/or papers (i.e., staff study analysis, white papers, decision papers, position papers) required from leadership; and exercises supervisory and administrative authority including managing operational budgets, staffing plans, and resource allocations. OR, Special Provision for In-service Placement: I have successfully completed an agency-sponsored on-the-job training program that included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: 1) Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; 2) Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and 3) Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Preferred experience includes: clinic and organizational management, supervisory experience, and expertise in applying project management principles and tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance. Also preferred is oversight and administrative management of all ambulatory care services within the Health Care System, including Community Based Outpatient Clinics. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC quadrad, Clinic Leads, Administrative Leads, MAS staff, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station vehicle or privately owned vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines. Work Conditions: Work is typically performed in an adequately lighted and climate controlled office. The employee may require occasional travel.
