What you'd do

The incumbent serves as the Supervisory Program Analyst within Care in the Community (CITC) Service at the VA Pacific Islands HCS. The Supervisory Program Analyst is responsible for a wide variety of functions related to CITC and other contract services; these include financial analysis, program oversight, provider contract development and maintenance, information management, performance of clinical/financial feasibility studies, and support in strategic planning efforts.

Major duties

Major duties include but are not limited to the following: Fact-finding and analysis of data (financial, cost. etc.) and preparation of, managerial problems for review. Identifies areas of concern independently, as a result of thorough analyses, and presents these to management with recommendations for resolution. Closely involved with all CITC and Non-VA Care Coordination (NVCC) contracts and fund control points held by the Medical Center. Provides direction and oversight on the day to day operations of the CITC/NVCC unit. Formulates and maintains CITC/NVCC budget per program based on needs, and advises facility on distribution of funding. Oversees all aspects in CITC/NVCC budgeting and develops/maintains reporting mechanisms to monitor expenditures. Responsible for provider contract development and maintenance, including meeting with potential providers/vendors, initiating and assisting in contract negotiations, and ascertaining services and payment structures for provider contract and service existing contracts. Develops and maintains new and existing sources of information to monitor contract information and CITC/NVCC expenditures, projections, and budgets. Develops special projects and reports which encompass areas related to identifying potential and/or immediate costa savings for the Medical Center. Reviews the accuracy and adequacy of current financial, costing, and managerial reports. Assists in the development of improved, automated, and computerized managerial reports and reporting techniques. Provides a liaison role for the clinical services on administration of CITC/NVCC money, development of provider contracts, creation of service lines, and physician/provider relations. Participate with a variety of Medical Center committees as they relate to the position. Performs other related duties as assigned. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing and evaluating program operations and performance; Conducting financial and budget analyses, including monitoring expenditures and developing projections; Analyzing data and preparing reports and recommendations for management; and Providing oversight and direction to accomplish program objectives. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. You will be rated on the following Competencies for this position: Administration and Management Analytical Reasoning Financial Management Planning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed in a typical office setting. Physical demands are consistent with those of an administrative position.
