What you'd do
This position is located in the Department of Homeland Security (DHS), Office of Intelligence & Analysis (I&A). This position provides DHS and I&A Leadership with timely intelligence to inform decision-making while acting as a liaison for I&A's integration in the National Security Enterprise. The mission consists of curating intelligence briefings for DHS Leadership and proactively responding to the intelligence requests of executive customers. Non-BU: This is a non-bargaining unit position.
Major duties
The HEIST provides a variety of services to I&A and DHS Headquarters executive leadership, their Staff, the DHS IE, and the broader Intelligence Community (IC). The HEIST's mission consists of curating daily intelligence briefings and readbooks for the DHS Enterprise, to proactively respond to the intelligence requests of senior executive customers in I&A and DHS, to socialize, provide, and promote I&A intelligence to our customers, to facilitate the integration and enhanced performance of I&A and its various offices with itself, their customers, and partners throughout the DHS Enterprise and Interagency, and with acting as a liaison and force multiplier for I&A's workforce and its integration in the National Security Enterprise. Additionally, this position serves as critical touch point for the DHS IE, ensuring that I&A, DHS IE, and IC products are effectively disseminated to DHS leaders and tactical operators. As a Intelligence Operations Specialist (Executive Briefer), GS-0132-9/11/12/13, your typical work assignments may include: Identifies and researches requirements, directives, intelligence databases, and various ancillary sources to gather and disseminate intelligence information in support of ongoing or emerging intelligence program or project requirements. Prepares and presents relevant products and key analytic judgements to DHS HQ and DHS IE customers by applying knowledge of homeland security missions, intelligence priorities, and I&A production process and collaborates with analysts, senior intelligence officers, mission managers, and other intelligence producers to inform decision makers on the full spectrum of homeland security issues. Serves as an action officer for DHS and I&A leadership to work on integration efforts between I&A, the DHS Enterprise, and the IC. Provides excellent customer service and force multiplier functions to I&A Mission Centers by providing them with engagement and outreach opportunities, situational awareness of DHS and I&A executive leadership priorities and taskings, and the socialization of I&A intelligence with customers. Responsible for coordinating all-source (GEOINT, HUMINT, SIGINT, MASINT, OSINT, and Intelligence Surveillance and Reconnaissance (ISR)) products ensuring customer needs are clearly articulated and entered into appropriate systems/processes, and that intelligence data is properly collected, exploited, and disseminated to supported organizations. With the team members, the incumbent works with counterparts across the DHS and IC to advocate for DHS information and capability needs, and leverage national intelligence resources, information, and capabilities. The incumbent is responsible for supporting ongoing substantive intelligence collection and dissemination activities in any of the established intelligence specialty areas, facilitating customer feedback and follow-on taskings. Develops data for stakeholders based upon knowledge of current and past intelligence situations and an understanding of the significance of the conditions and threats, assisting in presenting findings and recommendations to superiors. Participates in departmental and IC presentations, briefings, and forums and serving as a DHS representative to appropriate homeland security and IC working groups or on committees and subcommittees made up of peer group representatives. Participates in preparing briefings for government leadership on collection management issues and technical topics. Organizes meetings and conferences, creates agendas, and prepares senior personnel for participation through oral and written briefs. What you need to qualify
GS-09 Level: You qualify at the GS-09 grade level if you possess one of the following: One year of specialized experience, equivalent to the GS-07 grade level in Federal service or private sector, that demonstrates the ability to: (1) Knowledge of the basic principles, concepts, and methodology of intelligence operations work gained through completion of a relevant master's educational program (or equivalent experience) and skill in applying this knowledge in carrying out developmental assignments designed to develop broader and more in-depth knowledge and skill to perform higher-level assignments; (2) Knowledge of grammar, spelling, punctuation, and diction commonly- used in office settings to prepare documents and correspondence correctly from drafts or voice recordings; (3) Skill in expressing ideas orally and in writing to perform assignments requiring presentation of materials orally and in writing. -OR- A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; -OR- A combination of successfully completed graduate level education and specialized experience (i.e. 6 months specialized experience and over 18 graduate level credits) as described above that, when combined, equal 100% of the total requirement. GS-11 Level: You qualify at the GS-11 grade level if you possess one of the following: One year of specialized experience, equivalent to the GS-09 grade level in Federal service or private sector, that demonstrates the ability to: (1) Knowledge of established intelligence collection principles, pertinent administrative regulations, and other guidelines plus skill in applying well-established information gathering, fact-finding and dissemination techniques; (2) Knowledge of the DHS I&A homeland security intelligence missions and operations including a general knowledge of DHS component agencies and their missions; (3) Skill in organizing and presenting data and trends in a variety of formats for presentation to superiors using spreadsheets, tables, charts and other tools; -OR- A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; -OR- A combination of successfully completed graduate level education and specialized experience (i.e. 6 months specialized experience and over 36 graduate level credits) as described above that, when combined, equal 100% of the total requirement. GS-12 Level: Specialized Experience: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government or private sector, performing duties such as: (1) Advanced knowledge of DHS I&A homeland security intelligence mission and the role of both raw and finished intelligence reporting in the relationship between DHS, State/Local governments, and the Intelligence Community; (2) Skill in making formal presentations and representing I&A positions on intelligence issues and methods at forums at the highest levels of government or intergovernmental coordination; and/or (3) Strong customer service and interpersonal skills in order to maintain effective working relationships with both internal and external customers Substitution of education in lieu of specialized experience may not be used for this grade level. GS-13 Level: Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government or private sector, performing duties such as: (1) Advanced knowledge of the substantive programs, goals, priorities, policies and commitments of the assigned organization, the sequence and timing of key program events and milestones, and the interrelationships with other department programs; (2) Ability to effectively coordinate with and advise management officials, program managers and specialists, contractor personnel, and representatives of other agencies; to reconcile differing or conflicting viewpoints; to organize information and present statements of position; and, to write succinctly and clearly; and (3) Strong customer service and interpersonal skills in order to maintain effective working relationships with both internal and external customers.
