What you'd do

This position is located in the Department of Homeland Security (DHS), Office of the Under Secretary for Intelligence and Analysis (I&A). The primary purpose of this position is to support the ITA Director in leading the development and delivery of homeland security intelligence training for DHS and other federal, state, local, tribal, territorial (SLTT) partners. across the Homeland Security Enterprise (HSE). Non-BU: This is a non-bargaining unit position.

Major duties

As a Supervisory Intelligence Operations Specialist (Deputy Director Intelligence Training Academy), GS-0132-15, your typical work assignments may include: Develops goals and objectives integrating the organization and Intelligence Training Academy (ITA) objectives. Plans and schedules work in a manner promoting a smooth flow and even distribution. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes actions to implement such changes. Represents the organization on working groups; steering groups; or other meetings, conferences, seminars, etc. Promotes interchange of information on requirements, capabilities, deficiencies, and technology applications of specialization. Defends recommendations to higher levels of management as necessary. Plans, organizes, and directs the activities of the ITA team, ensuring ITA activities comply with legal and regulatory requirements and meets customer needs. Researches, interprets, analyzes, and applies various guidelines, policies, regulations, etc. Develops and implements a process for gathering data and incorporating input from internal and external subject matter experts and stakeholders on intelligence training methods, standards, topics and required skill sets, and for the review and evaluation of possible new training program concepts and materials. Leads the development of new intelligence training programs, curricula, and materials, and the evaluation, updating, and maintenance of the current inventory of intelligence training programs, curricula, and materials based on instructional systems design principles and adult learning theory. Researches, designs, develops, and implements multiple learning modalities, including the use of technology to deliver instruction. What you need to qualify

Specialized Experience: You qualify for the GS-15 grade level if you possess the specialized experience, equivalent to the GS-14 grade level in the Federal government, or public or private sector equivalent. For this position, specialized experience is defined as: Developing and defining goals and objectives integrating the organization and objectives for the Intelligence Training Academy. Serving as the primary lead on development of new intelligence training programs, curricula, and materials, and the evaluation, updating, and maintenance of the current inventory of intelligence training programs. Coordinating with agency partners and gathering data and incorporating input from internal and external subject matter experts and stakeholders on intelligence training methods, standards, topics and required skill sets. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. This position is designated as Emergency Essential. Emergency Essential personnel must be able to serve during a continuity of operation event without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding.
